24:29approval has been granted and councilors

24:32and city officers are reminded to

24:34disclose any declarations of financial

24:36interests and interests affecting

24:38impartiality and are requested to

24:41activate their microphones when

24:43addressing the meeting.

24:45So with that we turn to item one.

24:48Welcome everyone. I declare this meeting

24:50open at 6 p.m.

24:53Items for council. Agenda items 2, 3, 6,

24:587, 8.1, 8.2, 9, 11, 13, and 14 will be

25:05dealt with at the ordinary council

25:07meeting to be held on 16 December 2025.

25:12I do notice we've got a very packed

25:14gallery this evening. It's been a while

25:16since we've seen this many people here.

25:18Uh so uh everyone please play nice. Um

25:22if you're able to view proceedings from

25:24the auxiliary reception room, please do

25:28uh and please give those who are making

25:30deputations make sure that they've got

25:32easy access to the microphone and and

25:34when they're giving up the microphone

25:36for the next person making a deputation.

25:39That brings us to item four, which is

25:42attendance. Item 4.1 is apologies. I

25:45haven't received any apologies for this

25:47evening.

25:48Item 4.2 is approved leaves of absence.

25:52Councelor Bramman Moore has an approved

25:54leave of absence for the period of 25

25:56November 2025 to 7 February 2026

26:00inclusive, but she's here with us

26:02tonight. And councelor Jacqueline Raison

26:05has an approved leave of absence for the

26:07period of 1 December 2025 to 10 December

26:112025 inclusive. But once again, she's

26:17Item five is declarations of interest

26:19and uh we've got a few so please do bear

26:21with me.

26:27Mayor Greg Milner, that's me. I've

26:29declared an impartiality interest in

26:31item 10.1.1

26:34as over the years I've developed

26:36positive working relationships with many

26:38local sporting organizations and

26:40community clubs that have or potentially

26:43have an interest in this item. Councelor

26:47Steven Russell has declared an

26:48impartiality interest in item 10.1.1

26:51as my son is a part-time paid coach for

26:55the South Perth Junior Cricket Club. The

26:58South Perth Junior Cricket Club is a

27:00stakeholder in the proposed Challenger

27:02Reserve concept design and master plan.

27:05As a consequence, there may be a

27:06perception that my impartiality on the

27:08matter may be affected. I declare that I

27:11will consider this matter on its merits

27:12and vote accordingly.

27:15Mayor Greg Milner, me again. I've

27:21as over the years I've developed

27:23positive working relationships with

32:13That brings us to item eight, which is

32:15presentations. Item 8.3 is deputations.

32:19And this evening, we've got 15 speakers

32:21who will have up to 10 minutes uh each

32:24to address council. We do have a large

32:27number of deputations. So, I'm going to

32:29ask everyone that to ensure a respectful

32:32and efficient meeting. Those present who

32:35have requested to deputize on more than

32:37one item, please uh limit the deputation

32:40to 10 minutes in total. And uh I'm going

32:43to remind everyone that uh everyone's

32:45insights and perspectives are very

32:47valuable. Uh but please do keep comments

32:50concise uh to the point and to and

32:53respectful to elected members and city

32:56officers. And to the extent that there's

32:58no need to repeat points that perhaps

33:00other deputies have already made, that

33:02would be appreciated.

33:04Now, I'm conscious that there might be a

33:06couple of items in particular that uh

33:08that I'd say, well, I'm guessing, but

33:12maybe a significant chunk of the people

33:13in the gallery are here to listen to.

33:16So, I'm going to prioritize the

33:18deputations for those two items first.

33:20Um, particularly since we don't have

33:22enough seating room for everyone. So I'm

33:25going to begin by inviting Dr. Sue

33:27Gilead of Sultter Point who is speaking

33:30for the officer recommendation at item

33:3210.1.1.

33:34Welcome to you Dr. Gilead. Uh the the

33:37floor is yours and we look forward to

33:38your deputation.

33:41>> Thank you Mayor Mja. Uh good evening,

33:45mayor, um councilors, uh city officers,

33:48and a special welcome to the new CEO,

33:51Ms. Ledger, and also to the new director

33:54of corporate services.

33:56Where is she?

33:58>> Oh, I thought she Miss Webster.

34:00>> You're not Bri, are you?

34:01>> No, no. U Mr. Lock is filling in for for

34:04Miss Webster tonight.

34:06>> Okay. It's great to have you both

34:08aboard. This evening, the Salt Point

34:11Community Group seeks to in general

34:13support the office's recommendation that

34:16council request the CEO to present

34:18funding options for the Challenger

34:20reserve concept design during the 2627

34:24budgeting process. We wish to add some

34:27qualifications to this support and as

34:30well we wish to make some observations

34:32about the nature of motions at item 12.

34:36First to the challenger master plan. As

34:38best we know, the start of master plan

34:41discussions takes us back to 219 when

34:44CCS strategic was engaged by the city to

34:47conduct the master plan process. That's

34:50over 5 years ago. Uh I've also been told

34:54tonight that consultation began way back

34:56in 217. So that's actually seven years

34:59ago. In 219, the intention of the master

35:03plan process was colllocation and

35:06amalgamation of facilities. Instead, the

35:09raft project developed a life and the

35:11prospect of any of its own and the

35:14prospect of any redevelopment challenger

35:17came to a halt. Thanks to a Cricket

35:19Australia grant though, the installation

35:21of a synthetic cricket pitch happened

35:23without a master plan.

35:26So when it was back on the agenda in

35:282025, many of us were grateful.

35:32Currently home to lawn bowls, tennis,

35:34soccer, and cricket, we were hopeful

35:36that a new concept plan would offer a

35:38multi-purpose building to support

35:40several clubs and accommodate both

35:42exclusive use where necessary and

35:45maximize shared spaces.

35:48But as you will see, the costings are

35:51just under 38 million.

35:54In 2022, the figure was a modest 9.9

35:57million for some essential works as well

35:59as stage discretionary works. So without

36:03winning lotto or having another go at

36:05garnering state government support, it's

36:07obvious that 38 million is a bit

36:10exorbitant.

36:12According to the community facilities

36:14plan, the city needs to spend

36:16approximately 88 million on community

36:18wreck facilities over the next 20 years

36:21just to maintain those facilities. So 38

36:25mil is a significant portion of this to

36:28be spent in the next 5 years on the

36:30challenger master plan were it to

36:32proceed as detailed.

36:35Hence, it seems crucial that the plan

36:36goes back for a rescoping, maybe even

36:39back to a single story.

36:42We also note the parks and leisure

36:44Australia guidelines for sports

36:46infrastructure advocate where possible

36:48opportunities to colllocate facilities

36:51and shared use of facilities should be

36:53explored to develop flexible,

36:56sustainable and viable facilities.

36:59It appears this design has achieved the

37:01collocation objective but not so much

37:04the shared facilities objective. There

37:07are reasons for this of course but

37:08perhaps avenues for sharing deserve

37:11another look if this proposal is to

37:13continue in some form.

37:16What we absolutely don't want is for the

37:19master plan to fall off the agenda

37:21again. But we are of course asking for

37:24restraint and realism in regard to

37:27expectations for the plan.

37:29We need to cut its jib to fit the size

37:31of the cloth so to speak otherwise it

37:34may become a second ref.

37:38Finally we make some observations about

37:41the numerous motions at item 12. The

37:44SPCG has been a keen observer of at

37:48council meetings for over 10 years now.

37:51If we don't attend, we listen to audio

37:53recordings and watch the live streaming

37:55of meetings.

37:57Got nothing else to do. Um, but if we

38:01don't, yes, if we don't attend, we

38:02listen. In the last 12 months, sadly

38:05though, we have seen a pattern of

38:07uncooperative disruption.

38:10Our desire is for effective and

38:12collaborative working arrangements to be

38:14evident. So, this has concerned us for

38:1712 months now. Hence, we've spoken on

38:20this matter on in three separate

38:22deputations this year and we have

38:24regularly communicated with our members

38:26about what we call shows of poor

38:28governance.

38:30The list of tonight's motions at item 12

38:33is very long. 10 are from the same

38:35councelor. So, just to examine a few of

38:38them, at least four are about the gritty

38:41topic of risk. three home in on the

38:44mayor and a further three refer to

38:47library opening hours. Just a bit little

38:49bit about each of these three areas.

38:52Four motions as I say have have a lot to

38:55say about risk. outstanding risk

38:57activities, the need for a governance

38:59and risk priorities workshop, the need

39:02for a schedule of items for the audit

39:04risk and improvement committee, and the

39:06need for a full copy of the risk

39:08register to the next council meeting.

39:12In our view, we are not aware that this

39:14there is any sizable community sentiment

39:17for such matters. We're not aware of a

39:20swave of rateayers urging the city to do

39:23better with its risk register, with its

39:25risk audits, or making claims that the

39:28city is somehow falling foul of basic

39:30governance, integrity, and

39:32accountability requirements, which a

39:34workshop might fix.

39:37In fact, we are aware of no red flags

39:40from the office of auditor general or

39:42any other of the independent and regular

39:44non-financial audits which occur.

39:48These emotion these motions seem

39:50excessive excessive to us in the context

39:52of a city which has spent much of this

39:55year without a permanent CEO. CEOs

39:58changing in and out of the role. And

40:01from out there in the BBS, we now crave

40:04some stability and a return to or call

40:07for cooperation and respect across city

40:10and council and city offices.

40:13Motions motions at item 12.4, 12.7, and

40:1712.10 are different again. They mostly

40:20focus on the mayor, asking that he

40:23report on his efforts to improve

40:24relations between counselors and

40:26outcomes achieved, wanting to remove his

40:29vehicle, and also asking the CEO to

40:33undertake a cost review of any

40:35secretarial or admin support provided

40:37him. This looks and sounds personal

40:42for us. There is no place for this in

40:45this chamber.

40:47Surely good relations between counselors

40:49are everyone's responsibility. And if

40:52one is serious about car costs, why does

40:54the motion not ask for a review of the

40:57entire fleet?

40:59Again, we are not aware of a bunch of

41:01rate players complaining about the mayor

41:03or car, nor asking about the mayor's

41:05admin or secretarial services.

41:09Item 12.6 Six raises the issue of a

41:1230inut increase in opening hours for the

41:15library which cost nothing

41:18for us. This strays into an operational

41:20matter. Perhaps rather than a risk

41:23workshop, what about a workshop to make

41:25clear the demarcation between councelor

41:27duties and city operational duties?

41:32It's easy to see that a significant

41:34amount of o officer oifa officer time

41:37was dedicated to responding to requests

41:40about these items. These demands

41:42potentially stifle productivity while

41:45this volume of work was being attended

41:48to this month. What work wasn't being

41:50done?

41:52The approach here comes across as simply

41:55bogging down the process of council.

41:58City officers are not perfect by any

42:00means, nor are the rest of us, but they

42:02do need to be able to get on with their

42:04jobs.

42:06We suspect that if a counselor or we

42:08suggest, sorry, if a counselor thinks

42:10the above matters are so important, they

42:13should raise them away from the public

42:15glare. In particular, why not raise the

42:18risk matters with the new CEO so that

42:21the work can be programmed into the

42:23normal course of city business?

42:26Maybe this has already been done, and if

42:28so, no need to raise it here tonight.

42:32Introducing so many of these matters

42:34publicly at one second or third council

42:36meeting just raises questions about

42:39motives.

42:42As said, our deputation tonight is more

42:44of what we've deputized on earlier in

42:462025.

42:48From a rateayer point of view, we don't

42:50find a public debate of this kind

42:52edifying.

42:54Throughout this year, we've maintained

42:56that good relations between councilors

42:58and the administration are key. As we've

43:01said previously, and we stand by this,

43:03it's the norms, behaviors, and actions

43:06of our council which determine good

43:08governance.

43:19No. Thank you very much.

43:23I'd now like to invite Ms. Joanne Orud

43:25of Como who is speaking on item 10.1.1.

43:31Uh Miss Or here. She might be in the

43:33other room.

43:35>> Ah, here she comes. Fantastic. Welcome

43:38to you, Miss Oord. The microphone is

43:39yours and uh we look forward to your

43:41deputation.

43:42>> Hello. Uh just want to clarify. Evening

43:44everybody. I'm not speaking against

43:46this. There was just for or against and

43:48I'm somewhere in the middle. Okay.

43:52So most of you will know that I don't

43:54approach projects with emotion as it can

43:57create problems. It can get you into

43:59trouble, clouds judgments and weakens

44:02objectivity.

44:04So studies, designs or estimates, they

44:07either work within the constraints

44:08applied or they don't. We can afford

44:11things or we can't. And scopes must

44:13always be realistic, but revision of

44:16scope is entirely possible.

44:18We know escalation costs have been

44:20substantial in recent years and that

44:22trend does continue meaning oversight of

44:25any project stage is crucial to ensure

44:27capital funding doesn't derail us very

44:30early. So we know there was a previous

44:32concept in 2022 and but the raft then

44:35took over and then in May this year we

44:38saw the options assessment of 8 mil

44:40recommending a hybrid option of a new

44:43building with select upgrades and that

44:45options report featured a singlestory

44:47building and this was essentially an

44:50order of magnitude with the use of a

44:51single all-in rate and that's pretty

44:53normal as a high level estimate but

44:55basically it's a big old thumb suck and

44:58there's little project definition and um

45:00exclusions are substantial, but these

45:02initial estimates, they prompt

45:04consideration of funding. What have we

45:06got internally and where can we go

45:08externally?

45:10In the options report, I noted the use

45:12of the words recommended and not

45:14recommended. We know these words aren't

45:16binding. We've all been there before,

45:18but in terms of project development,

45:20there are important when step change or

45:22scope deviation occurs. And a specific

45:25item from that report also caught my

45:27attention. The city stated that a

45:30twostory building would add significant

45:32capital and operational costs and was

45:35not recommended.

45:39So it was a surprise to me to see the

45:41revised twotory concept come through

45:43along with all the external trappings

45:45presented for community consultation.

45:48And it did instantly ring alarm bells

45:50for me about capital funding.

45:54And this revised Challenger concept

45:56actually reminds me a little of the RAPH

45:59concept. Obviously on a smaller scale,

46:02the RAPH kind of became a dream facility

46:04as a concept trying to be all things to

46:06every confirmed and imaginable potential

46:09user. And of course, it was always going

46:12to struggle to become a reality with

46:14those huge funding hurdles.

46:18And I wondered if perhaps a little of

46:19that had occurred here trying to satisfy

46:22the club's wish lists. And I know a

46:24couple of those requests were kind of

46:26poo pooed. Not everyone was adopted. But

46:29on the whole, there wasn't a lot of

46:31refusal

46:33and there doesn't appear to be a whole

46:35lot of sharing of facilities going on in

46:37the true sense of the word.

46:40So when I attended the drop-in session,

46:42I bumped into a couple of acquaintances

46:44both in the same industry and they also

46:47had the same concerns um about capital

46:49funding and was this design truly

46:52necessary.

46:54So on that basis, I wasn't at all

46:56surprised when I saw the estimate for

46:58the revised twotory concept and when I

47:01looked at it in detail, there's an awful

47:02lot of fruit in there.

47:06The 18 Melon reserve was never going to

47:08fly and we've got no state or federal

47:11funding.

47:12Any club contributions will be small fry

47:15pretty much. Um and any minor grants

47:18will kind of be the same.

47:20Sale proceeds from bridge club land will

47:23unlikely be realized until a move from

47:25that bridge club will happen unless some

47:28temporary accommodation can be arranged.

47:31And in truth, I also wonder if applying

47:34that entire proceed of a land sale to

47:37such a facility as challenger is the

47:40best avenue of return on city funds.

47:44And I understand that comment might not

47:45be popular or in fact possible to enact,

47:49but I'm just putting it out there.

47:52But we now have expectation in the

47:54community again and although perhaps

47:57limited to certain portions of that

47:59community, namely the user groups and

48:02the locals,

48:04we must manage that expectation to avoid

48:07a repeat of the raft which became overly

48:10emotive with populist narrative and

48:13project objectivity well and truly left

48:16the building and it was really

48:18disappointing to watch.

48:20We don't need another occurrence of that

48:22or any substantial regret costs.

48:26I don't agree with the consultant's

48:28recommendation to proceed to detail

48:30design. That's of course that's what

48:31they'll say. There's 2 million bucks in

48:33it for them. Um

48:36and project funding isn't their concern.

48:39Unfortunately, it's yours.

48:44So, I'm glad to see the city is not

48:45recommending that path of action.

48:48I also don't agree with their contract

48:50contingency, particularly in these

48:52economic times. As a principal or a head

48:55contractor, I would not accept 5%.

48:58Perhaps there's substantial fat in their

49:00applied rates. Who knows? Their

49:02implementation plan is far too

49:04compressed up front. In my view, it's

49:06almost written as if we're already at

49:08FID. And we're not. We're so far from

49:11that.

49:13I also don't agree entirely with the

49:15city's recommendation tonight. I'm sorry

49:18everybody.

49:20Uh to me this reads that upcoming

49:22decisions will be made on whether

49:23progress whether to progress all or part

49:26of the current concept that being a

49:28twotory with nominated periphery works

49:32and I believe that locks us in too much

49:34and doesn't allow for a true rescoping

49:36of the project while external funding

49:38sources are investigated. We can't

49:40afford this concept as is. I'm not

49:43saying cancel the upgrades altogether.

49:45That's why I said I'm in the middle and

49:48I'm suggesting a significant revision of

49:50scope which is then recosted to see if

49:52we can fund it. Clubs may not get

49:54everything on their wish lists. They may

49:56have to compromise. We all do in life.

49:59But would it be worth considering a new

50:01facility and select external upgrades

50:04based on true need, one that we can fund

50:07responsibly and implement with

50:09certainty.

50:11So I'm going to throw some ideas out

50:13there for Challenger. They're not

50:14exhaustive. They may not all be

50:16palatable to everybody, and I know I'm

50:18not privy to the behind-the-scenes

50:20decisions and inputs that um go on at

50:23council, but they're for your

50:24consideration.

50:26Perhaps the bridge club could stay at

50:28Britain Street. I realize the city may

50:30have had plans to sell off that land,

50:32but it already functions as a bridge

50:34club, and that loses 80 parking bays in

50:36the new design. or remove that second

50:39story altogether and adhere to the

50:41city's original recommendation.

50:43Typically, you can reduce your cost by

50:4525 to 30% dependent on that upper story

50:48complexity.

50:50The football club already operates at

50:52ground level and there is no national

50:54team requiring that upper level view.

50:56The area proposed for the bridge club

50:58could then be turned into function

51:00rooms. or if a bridge club is to move to

51:03challenger perhaps require clubs to

51:06truly share a bit more of the facilities

51:08on a single level. Everyone must

51:10remember we are not in favorable

51:12economic times. Things are costly and

51:15there's no avoiding it.

51:17There was a constraint of tree retention

51:20given to the consultants and you all

51:22know I love our environment. But did

51:24this requirement imposed layout

51:26constraints which then impacted costs?

51:30And if so, how could that cost impact

51:32versus tree retention and new planting

51:36be optimized? I understand the city

51:38likely feels under pressure to adhere to

51:40the UGS given the recent high-profile

51:43events on private land at Aquinus, on

51:46public land at the foreshore, and now at

51:49Royal Perth Golf Club. But would it be

51:51worth having that discussion?

51:55Why allow for WA BS when they've made no

51:57commitment to lease an area and no

52:00mention of capital contributions?

52:02Could the overall footprint be reduced,

52:04meaning the meter squared per user group

52:06be rationalized? And again, compromise

52:10might be necessary.

52:12Could the two tension bowling green

52:14covers be removed from scope at 2.5 mil?

52:17That's pretty sub substantial.

52:20Do all the greens need to be synthetic?

52:22Could a revised layout enable a couple

52:24of greens to stay as is? Does our city

52:27in fact have an over supply of bowling

52:29greens in general? I don't know.

52:33And does the administration have the

52:34capacity to manage another go at this

52:37given their current workload? There are

52:39many concept and estimate elements to

52:42reassess. Whether they're workable or

52:44fundable are matters for investigation

52:47and consideration.

52:53So in closing, whatever decision council

52:56makes next week and in the future

52:58regarding challenger upgrades,

53:00objectivity and financial responsibility

53:24officer recommendation at item 10.1.1.

53:29Welcome to you Miss Deutsch. The

53:30microphone is yours and we look forward

53:32to your deputation.

53:33>> Thank you very much mayor.

53:36Thank you for the opportunity to speak

53:37to this item. Mayor, councilors, city

53:39officers, and welcoming Miss Ledger and

53:43uh Miss Websdale to their recent

53:44appointments. I've been the chairperson

53:47of the Manning Community Association for

53:48over 13 years and this volunteer body

53:54supporting the local community for 17

53:56years and matters of interest and

53:58concern. We seek to support the

54:00officer's recommendation in that the

54:02council request the CEO to present

54:05funding options for the challenger

54:06reserve concept design in the budgeting

54:09process for 2026 and 2027.

54:13But in real in to be realistic and um to

54:16manage expectations.

54:19So what is feasible? Basically I am

54:21speaking on the need for the long-

54:23aaited upgrade of Challenger Reserve to

54:25meet our sporting and community needs

54:27for our broader South Perth suburbs and

54:29local residents. Requesting council to

54:32accept the opportunity for redevelopment

54:34and implement a long-term financial plan

54:37to bring this muchneeded enhanced

54:40facility to fruition. This reserve

54:42development has been on the MCA, Manning

54:45Community Association agenda for over

54:47six years and originally had two

54:49representatives from our team involved

54:52in the process which developed the 2019

54:54master plan. So, it's been in our focus

54:57for quite a long time. Three years

54:59later, our team questioned the lack of

55:01implementation and the extensive

55:03timeline in a glossy city document

55:05entitled Community Recreation Facilities

55:08Plan 2019 to 2033.

55:12And I still had it in my file, which

55:14started which started to look

55:16unrealistic.

55:19And so in 2022, we provided a proposal

55:21for a muchneeded dog exercise area after

55:25raising this with the city and were

55:26asked to submit the idea. Then the

55:29recreational aquatic facility RAF took

55:32flight and challenger was put on the

55:34back burner. As we all know, in August

55:372023, the Manning Bowling Club

55:39approached the MCA for support about

55:41concerns in lack of consultation and

55:43unrealistic timelines with the master

55:46plan and asked that the community

55:48involve the major stakeholders affected

55:50by the plan. in light of council to

55:53resolve not to progress delivery of the

55:55RAF and also resolve to attempt to have

55:58the $20 million federal grant redirected

56:02toward other community projects. It was

56:05timely to facilitate a forum that would

56:07ensure open communication.

56:10We all seem to be on different pages and

56:12we were not sure of what was happening.

56:14It was hoped that the 20 million

56:16anticipated from the federal government

56:18may be redirected to resurrect the

56:20challenger master plan. Hence, the MCA

56:23proposed a community meeting with the

56:25city for everyone to be on the same page

56:27and requesting that the original plan be

56:30reviewed and a feasibility study be done

56:33to assess the reality of the 2019 master

56:36plan due to two years of delay in

56:39addressing the community concern and to

56:41get communication flowing. We were

56:43advised in June 2024 that the city

56:45officer would be facilitating individual

56:48stakeholder meetings and a feasibility

56:51review would be proposed to council in

56:53September 2024.

56:55Our community was pleased to see the

56:57city put the Challenger reserve back on

56:59the agenda this year for a multi-purpose

57:01facility and associated amenities to be

57:04considered.

57:06asking the community and stakeholders

57:08for their wish list,

57:10which um obviously is misleading to

57:13expectations as Joe pointed out. Well,

57:16it is no surprise that the costings are

57:18blown out in the consolidated proposal.

57:20Um so, and it it's exorbitant and we

57:24appreciate that. We now support the

57:26planning to be rescoped and if necessary

57:28be implemented in a staged approach as

57:31this reserve and clubs deserve better

57:34facilities and our community warrants a

57:36facility that will become the heart of

57:38our community and one that all South

57:40Perth residents can use and be proud of.

57:43We need the city to be realistic in

57:45redevelopment of the challenger reserve

57:48master plan and provide for our growing

57:50supporting needs and community

57:52engagement and totally appreciate

57:54rescoping is necessary to manage these

57:57huge expectations that um basically was

58:00put out as a wish list and yeah again we

58:03don't want that happening. So this is a

58:05valid opportunity for our council to

58:08support the citizens they represent and

58:10come together as a team which we request

58:13you to do in consideration of this.

58:31item 12.8. Uh so I'm going to invite Mr.

58:35Mal Dempsey of South Perth who is

58:38speaking for the notice of motion at

58:40item 12.8. If Mr. Dempsey could please

58:44come to the microphone.

58:46There he is. Welcome to you Mr. Dempsey.

58:49The microphone is yours. We look forward

58:50to your deputation.

58:55>> Mr. Mayor, counselors, ladies and

58:57gentlemen. Huge turnout.

59:00Must be something happening.

59:05Basically, my name's Mel Dempsey. I'm a

59:07long-term resident of and a business

59:09owner and a local community member. I've

59:12sold a lot of properties over last 30 or

59:1640 years to clients

59:18uh along the Esplanard and South Perth

59:21peninsula gen.

59:23and they're people who are buying as a

59:27Perth base or a future retirement in

59:30what's an iconic and incomparable

59:31destination.

59:33So I speak on behalf of these clients

59:35now and they're now mates from all over

59:37the state, you know, from Bustelled,

59:38Calguri, you know, up north and most of

59:43them are saying to me, enough is enough.

59:46The excessive noise of unmuffled exhaust

59:48systems is intolerable and the speeding

59:50is dangerous.

59:52Even taking the dog for a late night

59:54walk, you know, my wife's half the size

59:57of me, comes with dangers of some hoon,

1:00:01you know, generally with criminal

1:00:02element. You know, they're down down

1:00:03there dealing and whatever they're doing

1:00:05at the end of the car park. Uh, and they

1:00:10yell verbal obscenities in response to

1:00:12them signaling to slow down. And just

1:00:16this week, an 81-year-old man was hit

1:00:18with an ax for a similar gesture in one

1:00:20of the caravan parks just south.

1:00:23Residents have taken upon themselves to

1:00:25film and monitor continual law breaking

1:00:27only to be disregarded by council and

1:00:30police. It is not up to residents to be

1:00:32policing these thugs. It is dangerous

1:00:34and could escalate dramatically. with

1:00:37the current level of angst and sleep

1:00:39deprivation which is a major cause of

1:00:41mental illness and I even heard recently

1:00:44it's hearsay but somewhere at the point

1:00:47of of where they were basically prepared

1:00:50to take the law into their own hands

1:00:53such is the level of anger in the

1:00:55community over the huning and carryon

1:01:01the road traffic act has existing laws

1:01:03for speeding and excessive noise council

1:01:06also has powers under the noise

1:01:08abatement and neighborhood disturbance.

1:01:10You know, to stop this antisocial

1:01:12behavior,

1:01:14council needs to provide an after hours

1:01:16ranger to monitor and issue move on

1:01:18notices to those parked up and playing

1:01:20loud music late into the night. They

1:01:23also need to be fronting state

1:01:24government regarding enforcement of road

1:01:26traffic laws, asking why yellow stickers

1:01:29are not issued and why cars are not

1:01:31being impounded and crushed. There seems

1:01:33to be a core group of only about half a

1:01:35dozen serial offenders and news news of

1:01:39crushing a couple of cars would soon

1:01:41spread and curtail the behavior.

1:01:44Currently, council provides no after

1:01:46hours contact.

1:01:48And specifically in relation to the

1:01:51motion, I would say that the corner is

1:01:55dangerous. you know, where the in 1A

1:01:58where the where where there's a

1:01:59pedestrian crossing AC um well, it's not

1:02:01a crossing, but people believe there's a

1:02:03crossing and they just wander across

1:02:05from the ferry to up Men Street across

1:02:08the road because it's got some painted

1:02:10lines there, which anyway, it's

1:02:12dangerous. And I've seen people knocked

1:02:14off bikes here on a few occasions. I

1:02:16haven't seen a pedestrian hit yet, but

1:02:18I've almost seen a little kid ride out

1:02:19onto a on a on a a toddler walk out onto

1:02:22that part of the road.

1:02:25So it is dangerous.

1:02:27Uh it needs a designated pedestrian

1:02:30crossing but it needs to be

1:02:34have lights there as well so that it's

1:02:36not just Brown's cows wandering across

1:02:39there aimlessly. You know it needs to be

1:02:41set times to go across as per the lights

1:02:44from across Labashier to go to the front

1:02:46of the zoo and also to cross from the uh

1:02:49Windsor to cross over to the zoo that

1:02:51way. Uh, I note that that crossing on

1:02:54the corner of men's and uh and Milpoint

1:02:58Road shouldn't be a four-way walk. It

1:03:01all it does is hinder traffic flow

1:03:03altogether.

1:03:04Uh, I'm 1B. I'm against speed humps and

1:03:07lowering speed limits. Uh, it will not

1:03:10reduce noise level. All they'll do is

1:03:12drive in first and second gear. And, uh,

1:03:15it's it's the noise which is is a

1:03:18killer. uh is is it won't stop the noise

1:03:23and it will only be exacerbated the

1:03:25noise from trucks etc bouncing across

1:03:27speed humps and whatever and there's

1:03:29going to be a lot of trucks in that

1:03:30location next year there's three new

1:03:32developments happening on south espanard

1:03:33alone couple of big towers happening on

1:03:36Milpoint road um so I think you know

1:03:39trucks breaking and bouncing and we

1:03:42we've got a chicane out the front of our

1:03:44place and they treat it as like a

1:03:47chicane like in a racetrack You know,

1:03:49like they they get up to probably 120

1:03:51plus kilometers an hour, drop it down a

1:03:54couple of gears, bang, bang, bang, bang,

1:03:56bang on the way through, and then cut

1:03:58through there as if it's a racetrack.

1:04:00Uh, more lighting along the boardwalk is

1:04:02favored. Point two, uh, and also is

1:04:06favored the closing of the car park on

1:04:08the east end. Uh, as I say,

1:04:12neighbors of mine have witnessed several

1:04:15people dealing whatever they're dealing.

1:04:17uh and it's a meeting place for

1:04:19antisocial gatherings and legal

1:04:20transactions. So if we can close that

1:04:24it's a start uh and the monitoring

1:04:28will improve safety especially if the

1:04:30monitor behavior is acted upon and I

1:04:34think I've covered points five and six

1:04:36already. Thanks very much. Thank you for

1:04:41I've got to be fair to everyone. uh we

1:04:44we we don't boo or jeer, but we don't

1:04:47applaud either. We we we listen

1:04:48respectfully. So, uh that's that's the

1:04:50warning. I appreciate the sentiment, but

1:04:53hey, no, come on.

1:04:57We we want everyone to be heard, but I

1:04:59won't tolerate disrespect. So, please um

1:05:02counselors, any questions for Mr.

1:05:09>> Thank you, Mr. Mayor. Um Mr. Dempsey,

1:05:12last year in December, you met together

1:05:14with the mayor at that time and engaged

1:05:17in some consultation together with the

1:05:19council. What was the outcome of that

1:05:21meeting that you had in December and

1:05:24what were the action items that were

1:05:26then uh suggested or proposed and what

1:05:29was the effect of that?

1:05:30>> Can you remind me what the meeting was

1:05:32about again?

1:05:32>> Yes. Uh it's report it was reported on

1:05:34the 10th of December 2024 to the

1:05:36ordinary council meeting that there was

1:05:38a meeting together with the mayor uh

1:05:41that took place on the 21st of November

1:05:432024 and residents yourself and Mr. Tana

1:05:46to discuss issues including hooting on

1:05:49the south Perth foreshore. So it's about

1:05:52a year ago. I understand if your memory

1:05:54may have faded but do you have any

1:05:56recollection of what's

1:05:57>> I I remember they they put some

1:05:59monitoring up. They put cameras up at

1:06:00the end of end of our street and they

1:06:02were they were monitored for probably a

1:06:05month. Uh that information was gathered.

1:06:09I think uh one of our immediate

1:06:12neighbors uh we'll probably talk on that

1:06:14more soon. I think she's deputized and

1:06:16she's also speaking. But they went she

1:06:19went to council. Council said, "Oh,

1:06:21there's nothing we we haven't got the

1:06:24people to monitor it." She went to

1:06:25Kensington Police Station. They said the

1:06:27same thing. It's not their problem. can

1:06:29go and see council. So like I say, it

1:06:32gets to a point where nothing has

1:06:33happened.

1:06:36>> Any further questions for Mr. Dempsey?

1:06:41>> thank you. And was there any effect uh

1:06:43by the cameras that were then put up? Uh

1:06:46did that have any moderating effect to

1:06:48any of the behavior that you identified?

1:06:50>> Yeah, well they they put the cameras up.

1:06:52They also for a very short period of

1:06:54time had 40 km an hour speed limit signs

1:06:57up. That did nothing because if they're

1:07:01going to do 20 km an hour or 40 km an

1:07:03hour, they don't come past there. They

1:07:05come past there at 100 km an hour. So,

1:07:08you know, changing the speed limit much

1:07:10is not going to do anything unless

1:07:11they've got police there to catch them

1:07:13and crush their cars and teach them a

1:07:15lesson.

1:07:17>> Thank you, Mr. Dempsey. Councilors, any

1:07:24>> uh, thank you for your deputation. Um, I

1:07:26just had a query. Uh, the notice of

1:07:29motion talks about, um, making, um, a

1:07:32section or Milpoint closed one way at a

1:07:35certain point of time and it talks about

1:07:37some service roads being closed. Um, I

1:07:40just wondered if you had a an opinion on

1:07:42those.

1:07:43>> Oh, I'm in favor of that. You know, I

1:07:45think whatever we can do to, you know,

1:07:47to, you know, to minimize the amount of

1:07:49through traffic is good. Uh, and I know

1:07:52Mr. Tanner is actually speaking on on

1:07:55that specifically later on, but I am in

1:07:57favor of doing what he's what he

1:07:58suggests. Yeah.

1:08:00>> Okay. So, but to just clarify, you said

1:08:03you weren't in favor of the reducing the

1:08:05speeds or the speed.

1:08:06>> I I just don't think they'll be

1:08:07effective, you know, like because the

1:08:09problem is like the

1:08:12is their modified exhaust system is is

1:08:15just a straight outlet without any

1:08:17muffling at all. And they it makes a

1:08:21really loud noise when they accelerate

1:08:23and a really loud noise when they

1:08:25decelerate.

1:08:26>> And uh it's just, you know, you like

1:08:29it's

1:08:30Like I say, I know people who have

1:08:32actually in suggested that they were

1:08:35going to get stingers and things like

1:08:36that to sort of and I said, "No, don't

1:08:38do that

1:08:39>> yet."

1:08:49out onto the road and bust all their

1:09:03uh I'm pretty sure once a meeting goes

1:09:06past 3 hours uh the ability to make

1:09:09decent decisions deteriorates

1:09:19city had tried initially was to close

1:09:21the Miller's Pool car park and I've had

1:09:24some comments from some in the area that

1:09:26that has moved the issue down to the

1:09:28next car park. Would you say that that

1:09:31is the case and if we close that car

1:09:33park will it move do you think or is it

1:09:35just the South Perth Espanard that you

1:09:37think is the attraction? I think it was

1:09:39I think it was successful in the fact

1:09:40that all those people off the freeway g

1:09:43used to gather under the narrows now

1:09:46will gather up the other end of the at

1:09:47the car park 101 I think it is the south

1:09:50p espanard end of or the east end of

1:09:52south p espanard so it's just

1:09:54transferred the problem here

1:09:58any further questions councilors

1:10:08Peter Carter who is speaking for the

1:10:10notice of motion at item 12.8. Uh,

1:10:13welcome Mr. Carter. The There we go. Uh,

1:10:17the microphone is yours and we look

1:10:19forward to your deputation.

1:10:24>> Thank you, Mayor. Thank you, counselors.

1:10:27Standing roaring out there.

1:10:31Um, yes. So um I live at 93 South Perth

1:10:35Esplanard and um I've lived on the South

1:10:39Panard for nearly 30 years.

1:10:42Um and I'm just going to talk primarily

1:10:44about the honing. I've only got three

1:10:46points to make and one recommended

1:10:48solution.

1:10:49Um firstly it's real. I think you've all

1:10:52got the pictures I sent through about

1:10:54the skid marks. Um well you should have

1:10:57on um both the South B18 and Main

1:11:00Street. Um, it's real. It's really bad.

1:11:05It's really noisy. And it's absolutely

1:11:08deliberate.

1:11:10And it's all about the noise,

1:11:13the riving.

1:11:15That's why they do it. And they just do

1:11:18it to annoy us.

1:11:20They'll almost stop in front of your

1:11:22house and rev it and then move on and

1:11:25move on to the next one and rev it.

1:11:28um they're just that's their idea of

1:11:30having a good time.

1:11:33So that's my first point. It's real. My

1:11:36second point, it's every night.

1:11:41It has been since you closed the

1:11:44Miller's pool car park.

1:11:47Every night for well over a year. So

1:11:49when I go home tonight, that'll be my

1:11:51entertainment.

1:11:54My third point,

1:11:56and this is I think one that you should

1:11:59all really take big note of. This is not

1:12:01just a South Perth Espanard issue or a

1:12:05Millerspool issue. This is a whole of

1:12:08city of South Perth issue.

1:12:12You just haven't realized it yet.

1:12:14Why do I say that?

1:12:17Once they know they can't come to the

1:12:19south Perth Espanard, they'll move down

1:12:21the road like they did for Miller's

1:12:24pool. They go to Coot Street, they go to

1:12:27Douglas Avenue, then they'll go to

1:12:29Jubilee Street, then they'll go to

1:12:31Renlay Cresant, then they'll go to Swan

1:12:33View Terrace, one after the other.

1:12:38So, I appreciate um Chancellor Hing's

1:12:41detailed assessment and suggestions, but

1:12:44in my view, it's pointless doing road

1:12:47modifications,

1:12:48pointless doing road directional

1:12:50changes, reducing speeds, traffic

1:12:53calming devices. They just move to

1:12:55another street

1:12:58and you'll end up repeating again.

1:13:00You'll chase your tail and you'll waste

1:13:03money.

1:13:05So, what do you do?

1:13:08What's the solution? The only thing that

1:13:11will stop these people is by police

1:13:12charging them,

1:13:15particularly issuing them with defect

1:13:17notices on their prized possessions.

1:13:21But the police will not allocate the

1:13:24resources to do that. And if they do, it

1:13:26won't be for any length of period of

1:13:28time. They got more important things to

1:13:30do. So, we might get a little bit out of

1:13:33them, but it'll be a a a band-aid on a

1:13:37on a large wound. So, we you the council

1:13:42need to look after ourselves.

1:13:45So, how do we do that? Two ways. Invest

1:13:50in a mobile noise activated

1:13:53CTV unit that collects evidence that

1:13:56police will accept and prosecute on.

1:14:00deploy it immediately to the south Perth

1:14:03Espolad

1:14:04and then move it on to the next place

1:14:07where they moved to.

1:14:10An investment by the council will

1:14:12protect all

1:14:14of South Perth, not just South Panard or

1:14:18Millersport from honing for this issue

1:14:21will likely continue for some time.

1:14:26So the aim here is to move them out of

1:14:29city of South Perth.

1:14:32Ultimately this is a wider issue. It's a

1:14:34community issue. It's a police issue.

1:14:38But your responsibilities are to the

1:14:39rateayers of the city of South Perth.

1:14:43That's an unfortunate truth and that's

1:14:45an unavoidable truth.

1:14:48So invest in the mobile unit. And

1:14:51secondly, yes, meet with the police to

1:14:54advocate to get them on board to stop

1:14:56the hooning and use of the nitrous

1:14:58oxide. The aim is to catch the repeat

1:15:02offenders and issue defense notice as

1:15:04there's nothing else that will give us

1:15:05some respite until the CTDV unit unit

1:15:08might turn up.

1:15:11This needs action now.

1:15:14This is not a what we can't do moment

1:15:17for council and council officers. It's

1:15:20what a can we do moment.

1:15:23We don't need investigations or

1:15:25bureaucracy or delays.

1:15:28Um the sorts of things that you can read

1:15:30in some of the response to the notice of

1:15:33motion. What we do need to do is reduce

1:15:37the request to the officers to just

1:15:40those two items which will be the

1:15:43effective and then efficient use of the

1:15:45officer's time and it will lead to a

1:15:47quick response.

1:15:49As to the budget, it'll be an out-

1:15:51of-budget spend. And if it's an out-of-

1:15:53budget spend, it's an out-of- budget

1:15:55spend. Otherwise, what do we do? Wait

1:15:57another year to let you go through your

1:15:59budget and put it into the budget.

1:16:02Something that we all know needs doing.

1:16:05It's been on for two years now since the

1:16:07Miller's Pool thing happened and that

1:16:09was over a year two years ago. So,

1:16:11that's been closed for a year and it's

1:16:12just transferred it. So, it's something

1:16:15that needs to be done. So, get on and

1:16:17spend the money now. Don't worry about

1:16:19being out out of budget. So I asked the

1:16:22councilors to approve to do two things.

1:16:24Buy a mobile noise activated camera now

1:16:27for the benefit of the whole city of

1:16:29city of Perth and don't let bureaucracy

1:16:32or out of budget spends get in the way.

1:16:34And two, have the council officers meet

1:16:36the police to have them act on the issue

1:16:39as soon as possible. Thank you for your

1:17:10through you Mr. mayor and just move to

1:17:12the are you aware of questions that were

1:17:14asked in the legislative council uh in

1:17:17relation to the progress that was then

1:17:19being made by government to acquire and

1:17:21purchase those cameras uh in which it

1:17:24was said that the department of local

1:17:25government and industry uh are currently

1:17:28drafting and reviewing procurement

1:17:31process for the 2025 commitment that had

1:17:34been made for those CCTV cameras.

1:17:38Uh, no. No.

1:17:39>> And that finally uh through you, Mr.

1:17:41Mayor, that the acoustic cameras are

1:17:43currently subject to a request uh for

1:17:46information uh before they go to market

1:17:49uh and before a procurement process is

1:17:51launched through the WA police for those

1:17:54cameras.

1:17:56>> No. Are they fixed cameras?

1:17:59>> Yes. Um if if you

1:18:00>> folks, I'm going to intervene here. Uh,

1:18:02councelor Howling, it does seem like

1:18:04you're cross-examining deputies to try

1:18:07and make a political point, so please

1:18:09refrain from doing that. And uh, I'm

1:18:12afraid I can't allow deputations to be a

1:18:14back and forth between counselors. We

1:18:15just won't get through all or the

1:18:17deputations. Councilors, does anyone

1:18:23Carter. Adam, I agree with you. It's a

1:18:26broader issue. It's actually a whole of

1:18:28metro area issue in many ways. have got

1:18:30issues coming in Dale Keith in a number

1:18:31of areas. The same thing, different

1:18:33vehicles, motorcycles in some cases.

1:18:37There is a police hotline, but from what

1:18:39I hear, there's absolutely no response.

1:18:42Do you ever get a response from the

1:18:44police?

1:18:45>> No. No. I mean, I've occasionally seen a

1:18:48police car drive up and down, but no.

1:18:51No. In my view, if you're going to have

1:18:52the police, you need it needs to be

1:18:54covert

1:18:56because, you know, they're they're

1:18:57connected. They'll very quickly say

1:18:59there's something here there don't go

1:19:00and and they won't. So,

1:19:02>> thank you. And then that was my second

1:19:03question. Do you think patrols, police

1:19:05patrols make any difference or you

1:19:07probably answered the question about

1:19:09covert is the better?

1:19:37you, Miss Marriott. Uh we look forward

1:19:39to your deputation.

1:19:40>> Thank you. Um firstly, thank you for

1:19:43allowing me to speak today uh on my

1:19:46experiences and accounts of the

1:19:47atrocities that have been happening

1:19:48daily on the South Perth esplanard. I

1:19:51will start with the antisocial behavior

1:19:53I have witnessed firsthand, including

1:19:54the use of nitrous oxide and public

1:19:57urination in broad daylight. Young men

1:19:59and women have been parked on the island

1:20:01by the Narrows Bridge, blasting loud

1:20:03music and filling balloons to inhale

1:20:04their nangs. While they are parked, I

1:20:07have witnessed young men exiting the car

1:20:09to relieve themselves as families walk

1:20:10past on the foreshore. I have seen

1:20:12fights between parked cars over what I

1:20:16can only assume is drugs. One car will

1:20:18pull up and then leave after they have

1:20:21fought.

1:20:22Um,

1:20:24I have witnessed the yelling and

1:20:26profanities being heard at passers by.

1:20:28You would think once they leave it would

1:20:30be a relief, but it doesn't end there.

1:20:33Condoms used for sexual or lewd acts.

1:20:36I've seen feces on toilet paper or as a

1:20:39balloon substitute. Balloons, empty

1:20:42liter spirit bottles, and large

1:20:44canisters of nitrous oxide littered on

1:20:45the island where these disrespectful

1:20:47people have parked. These people are

1:20:49driving when they shouldn't be. They

1:20:53speed around the corner and down

1:20:54Milpoint Road, often with their cars

1:20:56backfiring and speeding between the

1:20:58humps. It is very concerning that in

1:21:00such a beautiful and commandeered

1:21:02location, these individuals are putting

1:21:04others at risk. We have involved the

1:21:06police on police on numerous occasions

1:21:09and when they do come they have said

1:21:12they cannot do anything as nitrous oxide

1:21:14doesn't show up when tested.

1:21:18Further to that point

1:21:20I have seen the police speaking with

1:21:22people who are holding a balloon and a

1:21:24canister under their arm as they are

1:21:26speaking with the police. They still

1:21:29cannot do anything according to them.

1:21:33It is because of this I felt compelled

1:21:35to speak today and I believe there needs

1:21:36to be urgent action taken. I do agree

1:21:39with the previous points made um and I

1:21:42do think cameras the ones that were

1:21:45temporarily there it was a deterrent at

1:21:48the time so it is something to be looked

1:21:49into. Thank you.

1:22:53knows, my name is Nick Tarnner. My wife

1:22:55and I moved into our new home on the

1:22:58northern end of the South Perth Espanard

1:23:00almost 10 years ago from the northern

1:23:02suburbs. Thinking that this would be our

1:23:05last move. We would enjoy the latter

1:23:07years in what we thought was the best

1:23:09suburb of Perth. We thought we would

1:23:11have peace and quiet rather than the

1:23:13hell that we have had to endure to the

1:23:17extent that we have seriously considered

1:23:18moving back to the northern suburbs. In

1:23:21fact, I had mentioned this to a senior

1:23:23counselor present tonight over a year

1:23:25ago. The following video summarizes our

1:23:29frustration bordering on anger. Moving

1:23:32cars directly below our bedroom are of

1:23:34no concern. However, engine revving and

1:23:37loud music in the middle of the night

1:23:39are deafening. Please enjoy the music,

1:23:42folks.

1:24:24>> Whilst most of Perth rate payers are

1:24:26peacefully sleeping, we're subjected to

1:24:28hooning and antisocial behavior every

1:24:30weekend. and now weekdays as well. I

1:24:34could show you videos indefinitely and I

1:24:36have them with numerous other incidents

1:24:39of antisocial behavior on the South

1:24:41Perth esplanard and the median strip

1:24:43directly below us. However, my intention

1:24:46is not to bore you tonight, but impress

1:24:48upon you the urgency of stamping out

1:24:50hooning and antisocial behavior in South

1:24:53Perth in the form of speeding, urinating

1:24:56in public, burnouts, vaping nitrous

1:24:59oxide, that cylinder there, engine

1:25:01revving, and playing loud music in the

1:25:03early hours of the morning. One or more

1:25:05of these antisocial activities are

1:25:08occurring almost every night after 10

1:25:10p.m. Over the past two years, the

1:25:13frequency and volume of antisocial

1:25:15behavior has significantly increased,

1:25:18culminating to a point where, as Mr.

1:25:20Dempsey says, enough is enough. I've

1:25:23called the police hotline, a number

1:25:25where we were given by council to lodge

1:25:28our complaint, only to be told on

1:25:30numerous occasions by the dispatcher

1:25:32that their resources are stretched. And

1:25:34that's fair enough as they will they'll

1:25:37try and send a patrol car, but never

1:25:39came. Unless it's a life-threatening

1:25:42incident, there's no way they're going

1:25:44to react because they got other things

1:25:45to do. The police have told me that it

1:25:48is not illegal to vape nitrous oxide.

1:25:52Oh, allow me the indulgence of reading

1:25:54to you what is on this canister if I can

1:25:58find it.

1:26:00Come on. There it is. Here. Okay.

1:26:02Directions for use. C label. Safety

1:26:05directions. Do not intentionally inhale

1:26:07contents. Warning may cause irreversible

1:26:10nerve damage if inhaled. That's got

1:26:13nitrous oxide in it. Left behind. I

1:26:16could have collected probably a hundred

1:26:18in the last two months, three months. I

1:26:21don't know what happens to them. Some

1:26:22good Samaritan is picking them up every

1:26:23morning. If we can't prosecute, we must

1:26:26deter, if not eliminate their ability to

1:26:28carry on their antisocial behavior.

1:26:31Council has the authority to implement

1:26:33policies and procedures to discourage,

1:26:35if not eliminate hooning. The motion

1:26:38before council will go a long way to

1:26:40discourage

1:26:42or eliminate hooning on the peninsula. I

1:26:44urge all councilors to consider all the

1:26:47residents on the foreshore and other

1:26:49suburbs and support the motion if not in

1:26:52its entirety then a modified version

1:26:54covering items that our count that are

1:26:57in the council's absolute power to

1:26:59implement. I ask the new CEO to look

1:27:03back on the records. This issue has been

1:27:05in front of council over four years now

1:27:08and nothing is I'll rephrase that some

1:27:10things have happened but hey it's

1:27:12getting worse. So if council decide to

1:27:15act at glacial speed, you will be

1:27:17fostering a society of misfits

1:27:20notwithstanding what it's doing to the

1:27:22residents. We are entitled to quiet

1:27:24enjoyment of our residents, our streets

1:27:26and our suburbs. Thank you ladies and

1:27:28gentlemen.

1:27:44uh as the person I'm aware who has sort

1:27:46of coordinated the effort uh thank you

1:27:48very much for doing that. I know that

1:27:51you have many other things to do and

1:27:54just because you are sort of

1:27:55representative of this uh particular

1:27:58area. I would also like to just thank

1:28:00everybody who's come tonight. Not it was

1:28:02only even though I live uh in the

1:28:04Millpoint ward and have done so for more

1:28:06than 20 years. Where I live is more the

1:28:09Angelo Street precinct and until I

1:28:11actually and some of you will already

1:28:13know this until I actually door knocked

1:28:14in your area during the election. I

1:28:16really had no idea about the level of

1:28:19distress and I have had a number of

1:28:20people call me uh very emotional, very

1:28:23upset, particularly in some of the

1:28:25higher buildings where this noise is

1:28:27carrying up and while it's no comfort,

1:28:30I'm sure to hear me say this. I do uh

1:28:33want you to know that I think that the

1:28:36level of distress that you're

1:28:38experiencing is completely unacceptable.

1:28:40Councelor, I hate to be the bad guy

1:28:43here, but uh questions do have to be

1:28:45short and succinct. Um appreciate why

1:28:47you're saying what you're saying, but it

1:28:48is time for questions.

1:28:51>> No question.

1:28:52>> I was going to say that to date around

1:28:54at least $300,000 has been spent by the

1:28:57city on different traffic calming

1:28:58measures in the area. But the question

1:29:01for us all is why is the problem getting

1:29:03worse? It doesn't matter in many ways,

1:29:05but I think we have to factor that into

1:29:07the

1:29:07>> the simple answer is inactivity is an

1:29:10absolute blessing for these hoons. They

1:29:12enjoy it. They revel in it. That's the

1:29:14whole exercise to show off what they've

1:29:16got. And if you guys do nothing or the

1:29:18police do nothing, you guys have the

1:29:20power to do it within the council regs.

1:29:23You should be able to increase the

1:29:24patrols, increase the lighting. A lot of

1:29:26good suggestions came out of tonight and

1:29:28there will be more and that's what I was

1:29:30hopeful for. I'm not giving you the

1:29:32solution. take on board everything

1:29:34that's being said tonight, but I only

1:29:36ask one thing. Act. Get it done.

1:30:30what other consultation are you aware of

1:30:32that you participated or were aware of

1:30:35together with the council and what do

1:30:38you say that concretely within the

1:30:41purview of the local government it's

1:30:43able to do I mean bearing in mind the

1:30:46cameras are being purchased that's

1:30:47underway that's going to happen but now

1:30:50focusing on what we can do to act and

1:30:53what have you discussed in the past and

1:30:54what action

1:30:55>> give us a hotline line. Give us a

1:30:57hotline with a responsive person that

1:30:59will act for us. We'll call that hotline

1:31:02and we'll keep that person busy. Male or

1:31:04female, whatever it is, we'll keep them

1:31:06busy. Believe me, they'll be occupied

1:31:08and all they have to do put up no

1:31:10parking signs after a certain hours.

1:31:13That will deter them. They've got to

1:31:14have the the ability to to act with

1:31:17authority. They can't otherwise we might

1:31:19as well just organize our own security

1:31:21people. But they've got no authority.

1:31:23You got to give them authority to do

1:31:26something. Move on notices immediate or

1:31:29infringement notices like I got at

1:31:31Claremont showgrounds for going to the

1:31:33Royal Show on the Verge. Just do it.

1:31:53the Berswood Park or Perth Park, do you

1:31:56consider the patrons that would attend

1:31:58that event may exacerbate the current

1:32:00problem that you've got?

1:32:03>> Look, I think any um activity will

1:32:08increase the possibility of hooning and

1:32:12fast cars and noise and what have you.

1:32:14And if you think about it, um the men

1:32:17street fairies and the increased ferry

1:32:19services that's going to happen, it's a

1:32:21perfect place to park and then go over

1:32:22there and watch and then rev off. Um I'm

1:32:25not a petrol head myself, but I know

1:32:27that rev heads and petrol heads, they do

1:32:29that. That's what they do. So yes, you

1:32:31short answer is yes.

1:33:22>> Hello everyone. Thank you very much for

1:33:23the opportunity to speak tonight. Look,

1:33:26I'm I'm a relatively new resident to the

1:33:28area even though I have been a rape pair

1:33:30for over 20 years in South Perth. I

1:33:31recently moved just down from Mr. Tana.

1:33:36Um, I want to share my concerns about

1:33:38the antisocial behavior occurring on the

1:33:40foreshore across from my home.

1:33:43I've witnessed a level of disturbance

1:33:45that's left me shocked and deeply

1:33:47unsettled.

1:33:48In this short time, I've seen hooning,

1:33:51loud music late at night, groups

1:33:53gathering to inhale nitrous oxide,

1:33:56commonly known as nangas. I've since

1:33:58learned

1:33:59a behavior that feels threatening and

1:34:01unpredictable. On more than one

1:34:03occasion, I have been verbally abused.

1:34:05simply for being outside my home during

1:34:08the early hours of the morning. I came

1:34:10in from a late flight and had my bins

1:34:12out and there was a high harlux there.

1:34:15Um that's been very there's a regular

1:34:17visitor to to that medium strip and they

1:34:21abused me. I didn't look in their

1:34:23direction, didn't say words, pulled my

1:34:24bins out and went inside.

1:34:27I um rung my sister to come and stay the

1:34:30night with me cuz I am I look I am a

1:34:31widow. I stay on my own and it has it is

1:34:35actually it has actually traumatized me

1:34:38significantly you know um

1:34:42they have a sign impact it has a

1:34:44significant impact on my on the sense of

1:34:46safety in my home I chose this area

1:34:49because the reputation as a peaceful and

1:34:51beautiful place to live but right now I

1:34:52often feel anxious and vulnerable in my

1:34:54own neighborhood. This behavior isn't

1:34:57harmless. It's it's disruptive. It's

1:35:00intimidating and in some cases

1:35:02dangerous. It affects not only long-term

1:35:05residents, residents of people, but it

1:35:08also newcomers like myself who are

1:35:10trying to build a life here. I'm asking

1:35:12council to please take this issue

1:35:13seriously and consider measures that

1:35:15will help restore safety to the

1:35:17foreshore. Whether that involve

1:35:19increased patrols, better lighting,

1:35:22clear regulations, or targeted community

1:35:24intervention, something needs to change.

1:35:28I'm not asking for special attention.

1:35:30Just the ability to feel safe.

1:35:34I recently had somebody come in through

1:35:36my gate to my home. Um I have run

1:35:38Kensington Police Station a couple of

1:35:40times. They don't answer.

1:35:43Okay. This fellow was arrested. Now

1:35:45there's some random bloke with that

1:35:48knows who I am. I don't know who he is.

1:35:50There was a restraining order against me

1:35:53and my home. So no because because he he

1:35:56he came into my home. So they the police

1:35:59have put a restraining order. He's not

1:36:00allowed to approach my home. He's not

1:36:01allowed to approach me. I don't know who

1:36:04he is. All I have is a picture of this

1:36:05man, you know. So this is I mean this

1:36:09has been 30 years of hard work to get to

1:36:11the point to be able to live in South

1:36:14Perth and and enjoy my retirement. I am

1:36:17seriously questioning whether I should

1:36:20even live in South P or not. Thank you

1:36:23for listening and I hope that you will

1:36:24support the efforts to make this area

1:36:25secure and welcoming for everybody.

1:37:07>> Thank you, Mr. Mayor. Now, thank you

1:37:09everyone. Um just in regarding to the

1:37:12canister there, I have spoken to um some

1:37:14of your garden people, garden people

1:37:16around the area and they said that there

1:37:18is a 40gallon tub somewhere that they're

1:37:20constantly filling it up. So if anyone

1:37:22finds them, you can just leave them by

1:37:23the bins. Um you'll probably find number

1:37:26of them in the morning. This is a

1:37:28basically a recollection of what happens

1:37:31to me on a daily basis and probably many

1:37:34people have been talking about the

1:37:35honing.

1:37:36I live at 93 South Perth Esanard. along

1:37:39with Mel Dempsey and Peter Carter. I

1:37:42can't remember the last time I went to

1:37:43bed without the noise of modified

1:37:44engines of cars traveling at excessive

1:37:46speeds along the South Panard.

1:37:48This happens every night of the week.

1:37:51Each night this behavior commences, the

1:37:53same routine occurs. I call the WA

1:37:56police to report the excessive noise and

1:37:58high speeds that they are traveling at.

1:38:00The police call center representative

1:38:02will then ask a series of questions. How

1:38:04many cars have you seen? Do you have any

1:38:06descriptions of the cars involved? Do

1:38:08you have any registration numbers? And

1:38:10of course, have you managed to take any

1:38:11footage of those involved?

1:38:13Now, there was a time where myself and

1:38:15many other residents would go down to

1:38:16street level, stand at the side of the

1:38:18road, and take footage of these idiots

1:38:20only to be receiving end of verbal

1:38:22abuse, threatening actions such as

1:38:24driving into our own private driveway,

1:38:26revving their engines. Now, we don't

1:38:28bother because we don't know the dangers

1:38:30or outcomes that could be. For example,

1:38:32as mentioned earlier, the 81-year-old

1:38:35man who was attacked with an ax while

1:38:36asking a driver to slow down only just a

1:38:38couple of days ago. So, by us not

1:38:41providing this information at the time

1:38:42of our call to the 13124 number

1:38:45reporting the activity, they said that

1:38:47because they don't have descriptions nor

1:38:49any registration identification, they do

1:38:51not treat the job as urgent and will

1:38:53send the information through to the

1:38:54local police station so that can be

1:38:56looked into. We have asked for regular

1:38:59patrols of the WA police. They say they

1:39:01try and achieve this, but they are too

1:39:02busy, and I quote, dealing with urgent

1:39:05cages such as domestic violence and

1:39:07stabbings.

1:39:10So, my husband Kevin and I decided to

1:39:12seek the help of a private investigator

1:39:14at our own costs.

1:39:16Over the course of a week, our PI filmed

1:39:18numerous cars and witnessed extreme case

1:39:20of dangerous driving, speeding, and cars

1:39:23with excessive noise. By the end of the

1:39:25week, the drivers were aware of his

1:39:26presence and started getting cocky with

1:39:28him. We had this footage on hand and can

1:39:30provide it to the city of South Perth

1:39:32Council and to the WA police who will

1:39:34hopefully take appropriate action.

1:39:37Now on the 22nd of November, I had a

1:39:39conversation with one young driver who

1:39:41was frequently who frequently causes

1:39:43disturbance in our area. I informed him

1:39:45that cameras were recording and erratic

1:39:47driving. He replied that uh police

1:39:50cameras will never catch them because

1:39:52they use the ways app which alerts them

1:39:54alerts to alerts them to police

1:39:56locations. He then drove off laughing,

1:39:59loudly revving his engine and speeding

1:40:01away in a purple Lamborghini.

1:40:03Shortly afterwards, a police patty wagon

1:40:06drove past. I turned around and followed

1:40:08it. The officers eventually pulled up

1:40:10into the center gardens car park, the

1:40:13east end of the South Panard. When I

1:40:16arrived there, there were at least 10

1:40:17vehicles present. Cars and drivers well

1:40:20known to the local residents for their

1:40:21ongoing behavior, including driving at

1:40:23high speeds, excess excessive engine

1:40:25revving, burnouts along the esplanard,

1:40:28and occasional donuts in the car park,

1:40:30and not the ones that you eat. I parked

1:40:33my car and approached the police

1:40:34vehicle. I explained that this behavior

1:40:37occurs nightly and what action was to be

1:40:39taken to address it. The officers

1:40:41remained in seated in their vehicle and

1:40:43did not provide a response. I then

1:40:46returned to my car, drove around and

1:40:48parked in front of the police vehicle.

1:40:50Bravely, I lowered my window and

1:40:53attempted to engage the young drivers,

1:40:55hoping the police would support the

1:40:57interaction. I asked them, "At what

1:41:01point do you think it is acceptable to

1:41:03drive at excessive speeds and rev your

1:41:05loud engines the way you do?" Instead of

1:41:09addressing the behavior of the drivers,

1:41:11the police officer approached my car,

1:41:14raised their voices at me, instructed me

1:41:17to let them do their job, and I was told

1:41:20if I did not move on immediately, I

1:41:22would be issued with a move on notice.

1:41:27As I drove away humiliated, the group of

1:41:30young drivers clapped and cheered,

1:41:32clearly encouraged by the fact that the

1:41:34police had ordered me to leave while

1:41:37taking no apparent action to their

1:41:38behavior. This response from law

1:41:40enforcement was deeply concerning, and

1:41:42it appears that those responsible for

1:41:44the disturbances feel empowered to do

1:41:48continued unchecked. There is something

1:41:51seriously wrong with this situation.

1:41:55Now, there's one thing that I would like

1:41:56to do is cast our mind back to this time

1:41:58last year at the end of the South Perth

1:41:59espanard near the entrance of the

1:42:01parking lot to the sentence garden.

1:42:03There was a camera set up to take

1:42:04footage of cars going in and out of the

1:42:05car park. I decided to come to the South

1:42:08Perth Council offices and asked what was

1:42:11being done with the footage they had

1:42:12been gathering. I was told by one of

1:42:14your service officers that no

1:42:16information was able to be given to me

1:42:18and that I would have to go and see the

1:42:20Kensington Police Station for any

1:42:22investigations.

1:42:23So that is what I did. And when I had a

1:42:26conversation with one of the officers, I

1:42:28won't name who, he said that he had no

1:42:30information regarding that camera and

1:42:32had no idea what I was talking about. So

1:42:35I asked, "What ever happened to this

1:42:37camera footage? Was there anything ever

1:42:39done about it?"

1:42:40In conclusion, I believe there's enough

1:42:42photos and video footage from residents

1:42:44submitted to the WA police and assuming

1:42:46City of South Perth still have record of

1:42:48footage from cameras that were installed

1:42:50this time last year near the Center

1:42:52Gardens car park. Something must be done

1:42:54about this and it needs to happen ASAP.

1:42:57When we call police 1314 number, they

1:43:01tell us it's a local council problem.

1:43:02And then when we speak to our

1:43:03representatives from City of South

1:43:05Perth, they say they have to we have to

1:43:06speak to police. Enough is enough.

1:43:09Surely it's time for the city of South

1:43:10Perth to collectively work with the West

1:43:12Australian police to stop this before we

1:43:15have a fatality.

1:43:17We are coming up to summer and the

1:43:18holiday season. The foot traffic and

1:43:21people visiting our beautiful foreshore

1:43:23is going to increase. This is a recipe

1:43:25for disaster and we as residents of

1:43:27South Berth in all areas that antisocial

1:43:30and dangerous activity is taking place

1:43:32has had enough and are calling for

1:43:34action. And then we have the added

1:43:36problem of the use of nitrous oxide and

1:43:39I believe others while they're taking

1:43:41and driving recklessly. Thank you.

1:44:02we'll now move on to the deputations for

1:44:05item 12.11.

1:44:08Uh so I'd like to begin by inviting Miss

1:44:10Jane Aden of Victoria Park who is

1:44:14speaking for the notice of motion

1:44:16recommendation at item 12.11. Welcome to

1:44:19you Miss Arden. I hope I've pronounced

1:44:21your surname correctly.

1:44:28to your deputation.

1:44:35>> Save Berswood Alliance committee and

1:44:37members welcome the motion on notice to

1:44:40oppose all iterations of Berswood Park

1:44:43that include a V8 Supercars and

1:44:46Motorsports Racrack.

1:44:48We assume that the very fact of the

1:44:51notion of mo notice of motion means that

1:44:54you're already familiar with the many

1:44:56concerning issues embedded in this

1:44:58project including the lack of

1:45:01transparency or objective oversight the

1:45:05lack of planning the cancellation of

1:45:08>> sorry Miss Ardun I'm just going to

1:45:09interrupt uh folks uh as you're leaving

1:45:12the chamber we we're trying to listen to

1:45:14Miss Ardun's deputation so uh if you can

1:45:16keep it down that would Much

1:45:18appreciated. My apologies, Miss Arin.

1:45:21Please, please continue.

1:45:22>> That's all right. I'll just go back a

1:45:23bit.

1:45:25We assume the very fact of the no not

1:45:28notice of motion means you're already

1:45:30familiar with the many concerning issues

1:45:33embedded in this project including the

1:45:36lack of transparency or objective

1:45:38oversight the lack of planning the

1:45:41cancellation of the state Labor

1:45:43government endorsed 2023 Berswood Park

1:45:46plan the absence of any meaningful

1:45:49convertation

1:45:51or communication the environmental

1:45:54impact impacts on Riverside communities,

1:45:56flora and fauna, the broader economic

1:46:00impacts now and in the future, and the

1:46:02wellestablished social infrastructure

1:46:05and cost of living pressures and

1:46:07priorities across our WA community.

1:46:10We appreciate and accept that it's

1:46:13unusual for councils to weigh in on

1:46:16issues that are not within your your

1:46:18boundaries or your jurisdiction.

1:46:21However, we suggest that in accordance

1:46:23with your 2025 advocacy strategy,

1:46:28joining with the city of Victoria Park

1:46:30and Perth City Council in opposing the

1:46:33destruction of Berswood Park places you

1:46:36in good company, creating lasting

1:46:39alliances and strategic relationships

1:46:41with your neighbors and strongly

1:46:44representing your community.

1:46:46We'd like to focus upon a few of the

1:46:48issues we see as most impactful for the

1:46:51city of Perth commun South Perth

1:46:53community.

1:46:55We take the stewardship responsibility

1:46:57for our Swan River foreshore and

1:46:59conservation category wetlands very

1:47:02seriously for ourselves and all future

1:47:05generations.

1:47:06This project creates a strong precedent

1:47:09that reverses the significant efforts

1:47:12and duties, the rights of local

1:47:14councils, indigenous and community

1:47:16groups who have care of the parklands

1:47:19adjacent to the Swan River, and who have

1:47:22championed open green space, increased

1:47:25tree canopy, and native vegetation.

1:47:28The state claims that this project's

1:47:30okay because it'll be built on a

1:47:32reclaimed rubbish tip. The water and

1:47:35surrounds are contaminated and the space

1:47:37is not fully utilized.

1:47:40This rhetoric and spin ignores 30 years

1:47:43of rehabilitation and reuse, taking us

1:47:47back to the 1940s when it was deemed

1:47:50okay to put a rubbish tip there in the

1:47:52first place because it was only

1:47:54meaningful to the local Wajuk people

1:47:56that were born there or lived on and

1:47:58visited the area.

1:48:01Now we know that Berswood Park is part

1:48:04of an important Riverside wetland

1:48:06ecosystem that extends to South Perth

1:48:09and beyond and it needs sensible and

1:48:12appropriate development for the ongoing

1:48:14health of the river and the 71 plus

1:48:17recorded species of fauna in just that

1:48:20space.

1:48:21Despite almost a thousand detailed

1:48:24submissions, no public environmental

1:48:26assessment will be conducted by the

1:48:29Environmental Protection Authority.

1:48:32Qualified and knowledgeable individuals

1:48:34and environmental groups tell us that

1:48:36additional strain will be placed on

1:48:38animal populations, including in South

1:48:41Perth, and the water quality of the

1:48:44river will suffer. But our regulatory

1:48:47organi organization

1:48:49believes the spin when the state says

1:48:52they will remove and rehome all existing

1:48:54fauna and manage all other aspects of

1:48:58the project as it gets built.

1:49:01The park is a wellused inner city

1:49:03sanctuary which provides much needed

1:49:05amenity for locals and tourists. 360,000

1:49:10tourist visits to the park were formally

1:49:12recorded in the 202425

1:49:15financial year and significant numbers

1:49:18of local people from South Perth, Vic

1:49:21Park, Berswood and East Perth depend on

1:49:24it daily for their physical and mental

1:49:27health given they live in small lots or

1:49:30apartments with little private green

1:49:32space. We also note that the Wajuk

1:49:36people still regularly visit the area to

1:49:39honor their ancestors who were born and

1:49:41live there and to celebrate their

1:49:43culture.

1:49:45The state government is misusing its

1:49:47power to council the local Berswood Park

1:49:5120-year vision that was has informed a

1:49:54wide range of planning strategies at the

1:49:56local level.

1:50:00We have a housing crisis across WA. Yet

1:50:03all housing developments on the

1:50:05peninsula have already halted as a

1:50:09result of the proposed motorsports

1:50:10racetrack and buyers have been given

1:50:13their money back. This puts more

1:50:16pressure on housing stock in South Perth

1:50:18and other local areas and undermines the

1:50:22Victoria Park strategic planning

1:50:24framework which envisage 40,000 people

1:50:27housed in that area.

1:50:30Wetlands have already been filled beside

1:50:33Belmont Park horse racing track and 4

1:50:36and a half thousand residents are

1:50:38currently being built. Where are these

1:50:40people going to go and recreate? The

1:50:43state says that the ashfelt and concrete

1:50:46covered Berswood Park will be open to

1:50:49the public at least 90% of the time and

1:50:51the racetrack will only have one 3-day

1:50:55supercars championship per year. But the

1:50:58stated intention to the EPA and in the

1:51:01government's initial press release is is

1:51:04for continuous motor racing events.

1:51:08Regular crows closed criterion cycling

1:51:11cup races will also be held on the

1:51:14track. All these events require fencing

1:51:18sorry

1:51:21significant additional infrastructure

1:51:24and setup and pull down time before clos

1:51:27therefore closing most of the area to

1:51:30the public over the course of a year.

1:51:33Lack of appropriate recreational green

1:51:35space in such a high density population

1:51:37area will place additional pressure and

1:51:40loss of amenity in parklands in South

1:51:43Perth, East Perth and Vic Park. This

1:51:46unhealth unhealthy precedent of the

1:51:49state riding roughshod over local

1:51:51government and established planning

1:51:53frameworks is already being repeated

1:51:56across numerous local government

1:51:57jurisdictions in WA. This was raised by

1:52:01the alliance in our written submission

1:52:04and recent appearance before the upper

1:52:06house select committee on planning. We

1:52:09also note that the proposed state

1:52:11development act will give the state

1:52:13further powers to ignore the community

1:52:16if it passes.

1:52:18There's no doubt that the South Perth

1:52:19community will be impacted by additional

1:52:22traffic congestion to and from Berswood

1:52:24with the increase in events. However,

1:52:27the noise for more forms of motor motor

1:52:30racing will impact more obviously on

1:52:32residents and local businesses. The

1:52:35acoustic study provided to the EPA by

1:52:38government relied on the noise readings

1:52:40provided by Supercars Australia for the

1:52:44cursory analysis.

1:52:46It didn't look at independent research

1:52:48on noise levels or the impact of noise

1:52:51bouncing off the surrounding structures

1:52:53in Berswood Park. nor did it include

1:52:56analysis of impact anywhere across or

1:52:58down the Swan River. The noise generated

1:53:02at supercar and similar events well

1:53:04exceeds works safe guidelines and is

1:53:07proven to be damaging to human health

1:53:09and hearing and to wildlife.

1:53:12Outdoor premises within 6 to 10

1:53:14kilometers will also suffer as these sit

1:53:16within the audible range recognized as a

1:53:19region of annoyance depending on wind

1:53:22direction. That's clearly many

1:53:24businesses and residents in South Perth

1:53:26that will be affected. We hear from the

1:53:29state that they will conduct further

1:53:31noise testing at initial races to

1:53:34determine the noise impact on the

1:53:36community. This would be highly unlikely

1:53:39to include South Perth and is way too

1:53:41late. But the EP

1:53:43>> 60 seconds remaining.

1:53:44>> Thank you. Could I have a little bit

1:53:46longer given the noise?

1:53:47>> No, I I have to be fair to everyone. I'm

1:53:49sorry.

1:53:50>> That's okay. But the EPA thought this

1:53:53was okay. We also note the concerns have

1:53:57been raised with hooning in your area

1:53:59and given what we know about speeding

1:54:01and racing across roads in a number of

1:54:04council areas and we've already had a

1:54:06fatality during unofficial racing on

1:54:09Campfield Drive earlier this year. We'd

1:54:11expect more of the same. To sum up the

1:54:14deputation, we're heartened to see that

1:54:16no matter how many times the state

1:54:18government attempts to reinvent,

1:54:20rebrand, colorize, and rellustrate their

1:54:23motorsport racetrack, the opposition

1:54:25within the community grows. We applaud

1:54:28those local councils that stand together

1:54:30and represent the majority views of

1:54:32their constituents and community,

1:54:35setting aside concerns that there may be

1:54:37adverse consequences for those that fall

1:54:40out of favor with the current state

1:54:42government. and we've seen and some of

1:54:44us have been subjected to their

1:54:46appalling behavior from the bully

1:54:48pullpit but we won't stop until

1:54:50>> I have to call time there I'm sorry uh

1:54:53but councilors do we have any questions

1:54:56for Miss Ardurn this evening councelor

1:54:58howling

1:54:59>> thank you for deputation um you

1:55:01mentioned the noise reports that you had

1:55:04received from the proponents um was

1:55:07there also a noise report that was

1:55:09undertaken by a separate independent

1:55:11group. And the reason I asked that is

1:55:14because a lot of the residents uh were

1:55:17concerned particularly towards the

1:55:19eastern part of the Milpoint ward in

1:55:22respect of the noise that will

1:55:24potentially emanate from the racetrack.

1:55:27>> There have been no independent noise

1:55:31reviews around the proposed project. Um

1:55:34the only report that was presented was

1:55:37presented to the Environmental

1:55:39Protection Authority based on um the

1:55:43facts uh provided by Supercars

1:55:46Australia. Um, we have been continually

1:55:49calling for independent noise reviews to

1:55:52be conducted. That would include up and

1:55:55down the river and all aspects of noise

1:55:58because of the mental and physical

1:56:01health of the number of people involved

1:56:04that live around the racetrack. So,

1:56:08they're very expensive, incredibly

1:56:10expensive, and there's no way that a

1:56:12little community, well, not a little

1:56:14community group, but a community group

1:56:16like ours could possibly afford to do

1:56:18that. Um, we've raised it with the um

1:56:22the upper house select committee as

1:56:25being an issue, but the EPA has said

1:56:28they're quite happy with um what was

1:56:31presented to them and they're not going

1:56:33to do any public assessment. So, we're

1:56:38wondering where to from here, but we

1:56:41would like you to stand with us um and

1:56:44Vic Park and the city of Perth in

1:56:48opposing this dodgy racetrack.

1:56:53>> Councilors, any further questions for

1:56:55Miss Ardurn? Councelor Raison,

1:56:57>> thank you for your deputation and for

1:56:59the information that came through to all

1:57:00the counselors in advance of the

1:57:02meeting. That's fine. Appreciate it.

1:57:04>> Uh I've got two questions. The first

1:57:05question is

1:57:08I'd be interested in your perspective uh

1:57:10on the general comment that's made that

1:57:12the government has the mandate because

1:57:14this was put to the community in advance

1:57:17of the election.

1:57:19>> Can I just I will have to answer this

1:57:22personally. Um a mandate is a mandate to

1:57:26govern. It's not a mandate to build a

1:57:29bloody racetrack over a park that's

1:57:32wellused where a plan already exists for

1:57:35it. There has been no consultation, no

1:57:39planning. It took 3 years to plan um

1:57:42Opus Stadium before they even stepped

1:57:46out to do consultation. Um it's not a

1:57:50mandate to build a racetrack. When you

1:57:53go to government, when you go to an

1:57:55election, it's a mandate to govern and

1:57:59you put your ideas to the population.

1:58:03You don't come back then and say, "Oh,

1:58:06we're going to do it because we told you

1:58:08we were. Sorry if I'm a little bit angry

1:58:11about this, but I hear that all the

1:58:13time. We've got a mandate." No, you

1:58:16don't.

1:58:18>> Thank you. And just following on from

1:58:20that, uh, one thing that we're very

1:58:22familiar with in my ward in particular

1:58:24is the noise that comes from Optus

1:58:26Stadium.

1:58:27>> Do you have any data about the noise

1:58:29from Optus Stadium that could be used as

1:58:31a comparison as a meaningful comparison

1:58:34for people who live in South Perth to

1:58:35understand what we're talking about?

1:58:37Because numbers don't really, you know,

1:58:39in no, you know, noise terms. What does

1:58:41that mean? Is there any data available

1:58:43about Optus noise? Well,

1:58:46we have had members of our committee

1:58:50attend a um a supercar event up at Woo.

1:58:56145 dB were recorded. Now, a safe level

1:59:01of noise in a workplace is 80 dB and

1:59:05that's only for short periods of time.

1:59:08This was ongoing 145 dB, which is about

1:59:13the noise that AC/DC would make if you

1:59:17were stood next to the speakers. Um,

1:59:21with children with no hearing

1:59:23protection, people with no hearing

1:59:25protection,

1:59:26um, the noise was spreading kilometers

1:59:30away from Wanoo, but there aren't a lot

1:59:32of residences around there. So

1:59:36I understand from our committee member

1:59:39members that there are noise um monitors

1:59:43in East Perth um that are used during

1:59:47concerts

1:59:49um which give um recordings.

1:59:52I don't know any more than that. Um, but

1:59:57certainly we could come back to this

1:59:59council with that information because I

2:00:02do know that uh my colleagues on the

2:00:04committee have it. But as far as um

2:00:09sound travel down the river, we've all

2:00:12experienced it. You know, it just

2:00:14depends which way the wind's blowing.

2:00:16But 6 to 10 kilometers is considered to

2:00:19be um the zone in which um noise

2:00:24emanating from a stadium or a racetrack

2:00:28would be in the annoying um to say the

2:00:32least range. So that's South Perth.

2:00:37>> Thank you, Miss Ardurn. Councilors,

2:00:40>> Hello.

2:00:41>> Thank you. Thank you, Mr. Mayor. Um,

2:00:43thank you for your deputation, your time

2:00:45this evening. Um, I have two questions.

2:00:48Um, can you tell me a bit more about

2:00:50your um, the Save Berswood Park Alliance

2:00:53in terms of the numbers that you have in

2:00:55your group, the traction, and your

2:00:56general forms of communication out to

2:00:58the community?

2:00:59>> Okay.

2:01:01The Save Berswood Park Alliance

2:01:03commenced shortly after the announcement

2:01:06made by government and it began with a

2:01:09petition um which now at the time it was

2:01:13tabled in the in the upper house had 10

2:01:16had 10,000 signatures and it has more

2:01:19than that now. Um, out of that arose an

2:01:24a small group of community members who

2:01:26felt like we needed to pull this all

2:01:29together and and form a group. We've

2:01:33done that. Um, it has a small committee

2:01:35and we work tirelessly. This takes hours

2:01:39of our time. Um, but we now have over

2:01:431,500 members of the Berswood Park

2:01:47Alliance. So um from that we're assuming

2:01:53that we're representing a significant

2:01:56number of people. Now also from we we

2:02:00communicate online, we communicate

2:02:03directly to the members of that group.

2:02:05Um we have public websites.

2:02:09We have run rallies. Um we recently had

2:02:13a picnic which apparently had less

2:02:16people than the minister. um minister's

2:02:19uh family function but we won't go

2:02:22there. Um

2:02:24so we do activities we we get the we we

2:02:29lobby we work closely with the

2:02:32opposition members of parliament because

2:02:35this seems to be quite clearly local

2:02:38government opposition members of

2:02:41parliament and the community versus the

2:02:44Labor party. Yeah. So it's politicized.

2:02:48>> Um it wasn't politicized initially. It

2:02:51was it arose from a community concern,

2:02:55but um certainly uh organizations have

2:02:59got on board with us. And can you tell

2:03:02me out of the the grand plan of this

2:03:04whole Berswood Park, are there other

2:03:07elements that are still concerning for

2:03:09you and the group and the community or

2:03:11is it really just if the racetrack was

2:03:13gone, would everything else sort of

2:03:16>> Um,

2:03:18we've been told by the government, state

2:03:21government spokesperson, one of our

2:03:23ministers, that with no racetrack,

2:03:27there's no there's nothing. So, we're

2:03:31actually really happy about that because

2:03:34the vision for Berswood Park, which was

2:03:38developed by the the board over a 5-year

2:03:41period, was done in consultation with

2:03:45all stakeholders, including the

2:03:47committee. Now, that um vision includes

2:03:52a 10,000 person amphitheater

2:03:55in an urban forest. Now, that's

2:03:58something akin to on a bit larger scale

2:04:02um Somerville Auditorium. Um when you go

2:04:05and watch movies, it's fabulous.

2:04:09um an urban forest with activities for

2:04:13children, for adults,

2:04:16cycle paths. Um so active and passive

2:04:19recreation spaces

2:04:22and space for habitat for all those

2:04:26animals that that live there now. Um

2:04:30we're not going to have that if you ash

2:04:32felt 80% to 90% of the of the park. Um,

2:04:38so what they're proposing is an artist's

2:04:41impression. It's not what's real.

2:04:45>> Most of the park will be concreted or

2:04:49ashfelted. So yeah, it's reasonable for

2:04:53me to say go back to the vision that was

2:04:56agreed by everybody and we can get on

2:05:00with life and we can have more people

2:05:03coming into the area to help with the

2:05:07housing crisis that we're we're

2:05:09suffering.

2:05:21>> Um could you just um advise me whether

2:05:25there's been any assessment any um by

2:05:28any experts in terms of the impact of

2:05:31the noise on the local fora?

2:05:34>> Well, no, because you need to do a full

2:05:38risk assessment around noise or noise

2:05:40assessment to do that. um

2:05:46environmental groups and people who who

2:05:50are working with FOA um along the Swan

2:05:55River from South Perth, Vic Park,

2:06:01are telling us that clearly if it's if

2:06:06it's 145 dB for humans, it's going to

2:06:10blow the ears out of most of the fauna

2:06:13that lives around that. Well, they

2:06:15didn't say that, but the implication was

2:06:18that it was going to have an impact. You

2:06:21would need to do a full assessment to

2:06:23know that for sure.

2:06:43recommendation at item 12.11.

2:06:46Welcome to you Mr. Groom. The microphone

2:06:48is yours and we look forward to your

2:06:50deputation.

2:07:00Good evening Mayor and counselors. Thank

2:07:03you for the opportunity to make a

2:07:04deputation.

2:07:06My name is Chris Groom. I'm a South

2:07:09Perth resident living in the impact zone

2:07:12at the eastern end of the Milpoint Ward.

2:07:16Uh the impact zone of the proposed Perth

2:07:20Park motorsport street circuit and

2:07:23entertainment precinct at Berswood Park.

2:07:26I'm here tonight to speak in support of

2:07:28item 12.11,

2:07:31the notice of motion titled city of

2:07:33South Perth position on the

2:07:35entertainment and sporting precinct in

2:07:38brackets Bard Park. This item goes to

2:07:42the heart of the concerns shared by many

2:07:44residents who believe the proposed Perth

2:07:48Park Motorsport Street Circuit and

2:07:51Entertainment Precinct will directly

2:07:53impact them. Over the past several

2:07:56months, I have taken time to understand

2:07:59the proposal as thoroughly as possible.

2:08:03I've made a formal submission through

2:08:05the public consultation process,

2:08:08written to our local MLA, Mr. Jeff

2:08:10Baker, and reviewed every available

2:08:13public document, including the recently

2:08:17released business case summary. I've

2:08:20also written to main roads seeking

2:08:22clarification about the project's

2:08:24consultation history. My comments this

2:08:27evening are grounded in that work and in

2:08:31the lived experience of residents who

2:08:34will be directly affected. Item one,

2:08:38lack of early consultation and

2:08:40transparency.

2:08:43A central concern for many residents is

2:08:46the absence of meaningful consultation

2:08:49before the state government's election

2:08:51commitment in January 2025.

2:08:54The phase 1 consultation report makes it

2:08:58clear that community engagement did not

2:09:00begin until the 15th of May 2025, more

2:09:05than 2 months after the election.

2:09:07The first communication I personally

2:09:10received was the Perth Park project

2:09:13update which landed in my letter box on

2:09:16in November of 2025, long after the

2:09:20major design elements had been settled.

2:09:23This raises important governance

2:09:25questions. If a project of this scale

2:09:28and impact were announced during an

2:09:30election period without prior

2:09:32consultation and if affected communities

2:09:35were notified only after key decisions

2:09:38were made, then the community has not

2:09:41been afforded a fair or genuine

2:09:43opportunity to help shape the proposal.

2:09:46Tonight's notice of motion seeks to

2:09:49raise exactly these concerns, and I

2:09:52strongly support that.

2:09:54Item two, resident amenity, noise, and

2:09:57environmental concerns.

2:10:00The noise modeling report prepared by

2:10:02Lloyd Lloyd George Acoustics estimates

2:10:05average race event noise levels of 78 to

2:10:1085 dibels with maximum peaks of 84 to 91

2:10:15dibels. For context, the allowable

2:10:18noise, the allowable limit rather, the

2:10:22noise sensitive premises under the

2:10:24environmental protection regulations is

2:10:2765 dibels unless an approved noise

2:10:30management plan is in place. Even at 3

2:10:34or 4 kilometers away, which is the

2:10:36distance approximate distance from my

2:10:38house to the location of the proposed

2:10:42motor racing circuit, sound traveled

2:10:44clearly across the Swan River due to the

2:10:46unobstructed path. My house household

2:10:50and many in South Perth would fall

2:10:51within the area likely to be affected.

2:10:54In addition, Bersford Park is reclaimed

2:10:58land historically used as a waste site

2:11:01including asbestous and heavy metals.

2:11:04Subsidance risks are well known on this

2:11:06type of land and significant excavation

2:11:09uh for structures such as the

2:11:11amphitheater introduces new geotechnical

2:11:13concerns that warrant scrutiny. These

2:11:17matters justify the council taking a

2:11:19firm position to ensure such impacts are

2:11:23appropriately investigated and

2:11:25communicated. Item three, local traffic

2:11:29and access impacts, lessons from past

2:11:32events.

2:11:34South Perth has decades of experience

2:11:37with the cumulative impacts of

2:11:40significant events in neighboring prec.

2:11:43And these examples are highly relevant

2:11:46when considering the likely effects

2:11:48effects of motorsport events at Perth

2:11:51Park.

2:11:53Firstly, skyworks. For almost 30 years,

2:11:56skyworks brought very large crowds into

2:11:59the area. In the early years, the

2:12:01aftermath aftermath led to severe

2:12:03gridlock as tens of thousands of people

2:12:06tried to leave at once and illegal

2:12:09parking was widespread.
