0:04Arrival at the polling station . Good

0:06morning , everyone . The long-awaited

0:07moment of the 2026 general elections

0:09has arrived . Here we are at a polling

0:11station . These are the poll workers who

0:14will be working at our station on this

0:16very important day . Some already know

0:18each other from other elections , but

0:19others are newcomers . The polling

0:22station tables have four people in the

0:24roles of president , first poll worker ,

0:27second poll worker , and secretary .

0:30Voting in all municipalities across

0:32Brazil begins at 8:00 in the morning .

0:34Attention , it is 8:00 AM Brasília time

0:36, no matter which place you are

0:37currently in . And now , if the election

0:40is abroad , voting is in local time . And

0:43for everything to go well , poll workers

0:45need to follow the guidelines and

0:46procedures of the electoral office . And

0:49here's the first reminder . All the

0:52information we're going to see here can

0:54be found in the manual and the poll

0:55worker app , made especially for you . If

0:59you don't already know the poll worker

1:01app , download it to your phone and

1:03access the training so you can do your

1:05job well . Access the app store and

1:07download it now for free . It will help

1:09you a lot , you know ?

1:11Duties of poll workers . Understand now

1:16our duties at the polling station

1:19throughout the voting day .

1:22As president , I am the highest

1:23authority within the polling station , I

1:25conduct the work and maintain order in

1:27the session . However , if the situation

1:29requires it , I request the assistance

1:31of the public force or appeal to the

1:33electoral judge to act in occurrences

1:35that depend on their decision . My main

1:38activity is to start and end the voting

1:40and enable the voter to vote . And

1:43there's more . I verify the credentials

1:46of party , federation , and coalition

1:48representatives , and members of

1:50electoral observation missions . And

1:53after the voting ends , I forward the

1:55voting materials according to the

1:56instructions of the electoral court .

1:59This is a position of great

2:00responsibility , but I do not have to do

2:02this all alone . I can delegate some

2:04duties to the other poll workers . After

2:07all , it's 9 hours of voting , not

2:09counting the preparation and closing

2:11time . Therefore , teamwork is

2:14fundamental . And as conscientious

2:17citizens , we take care of preserving

2:19the ballot box , its packaging , and the

2:21voting booth , which will be used again

2:23in other elections . If I need to be

2:26absent , the people who are serving as

2:28first and second poll workers , in that

2:30order , will replace me while I am away

2:32from the polling station . We , the poll

2:35workers , help the president take care

2:37of the voting environment , checking

2:39throughout the day the voting booth

2:42list , the ballot box seals , the posting

2:44of the zeroing summary and the ballot

2:46box report that are at the entrance of

2:48the polling station . In short , we check

2:52if everything is in order at the

2:54polling station , from the beginning to

2:56the end of the voting . As secretary , I

3:00am responsible for controlling the

3:02entire flow at the polling station ,

3:04from the arrival of voters to their

3:06departure . Organizing the queue ,

3:10checking priority and voting

3:12preferences . Performing the initial

3:16document check , verifying if the person

3:18is indeed voting at that polling

3:20station ; Verify that the electoral

3:22justification request is correctly

3:24filled out when the person only wants

3:27to justify their absence at the polling

3:29station ; direct the voter to the

3:31polling station president to begin the

3:33identification and ballot box

3:35authorization process . As the first

3:39poll worker , I manage the voting

3:42register . I locate voters , check for

3:46any impediments , and distribute voting

3:50receipts .

3:52Everything that happens at the polling

3:54station must be recorded . As the second

3:57poll worker , I fill out a document

3:59called the polling station minutes ,

4:01where all occurrences throughout the

4:03voting day are noted . This document

4:08records the attendance of party poll

4:10watchers and collects their signatures .

4:16All this and much more about our duties

4:17is available in the Poll Worker app and

4:19the poll worker manual . Don't hesitate

4:22to consult the available material at

4:24any time . Party oversight , electoral

4:29propaganda . Throughout the day ,

4:33candidates , delegates , and poll

4:35watchers from parties , federations , and

4:38coalitions may monitor the voting

4:40process , file protests , and make verbal

4:43or written challenges . Only one person

4:48from each party , federation , or

4:50coalition may act as a poll watcher at

4:52a time . Poll watchers are prohibited

4:55from wearing standardized clothing or

4:57clothing with any image or text that

4:58suggests a request for votes . The

5:01absence of poll watchers during the

5:03printing of the zeroing report at the

5:04beginning of voting or at the end of

5:06the session must be noted in the

5:08minutes of the polling station . However

5:10, if they are present , they should be

5:12invited to sign the documents issued by

5:14the ballot box . Zeroing report . Summary

5:16of the zeroing report and ballot box

5:18reports . Remember , poll watchers cannot

5:21interfere with people's votes under any

5:23circumstances . If the poll watchers '

5:27actions disturb the order at the

5:28polling place , the presiding officer

5:30may intervene and request that they

5:32stop . In case of repeated offenses or

5:36refusal to comply with the instructions

5:38of the polling station staff , the judge

5:40may be called upon . The most important

5:42thing here is respect for the rules .

5:45Voters have the right to vote according

5:47to their conscience and will . Poll

5:50watchers have the right to oversee

5:52without interfering with the will of

5:54the voters . Just like the poll watchers

5:58, poll workers are also prohibited from

6:00wearing clothing or items that feature

6:02any electoral propaganda , whether for

6:04political parties or for their

6:06respective candidates . Maintaining a

6:09neutral stance during the work at the

6:12polling station is part of the poll

6:14worker's role and demonstrates respect

6:18for voters and democracy . And can

6:22voters express their preference for

6:26parties , candidates ? Yes , they can

6:29through flags , badges , stickers ,

6:32t-shirts , and caps with inscriptions .

6:36But be aware , the expression is only

6:38permitted if it is individual and ,

6:40above all , silent . No gatherings , folks

6:44.

6:45Setting up the polling station . One of

6:48the most important steps on election

6:50day is organizing the polling station ,

6:51and the entire team should assist the

6:53presiding officer in this task . Both

6:55the poll worker's manual and the app

6:57provide clear illustrations on how to

6:59set up the polling stations , but it's

7:01important to follow these

7:02recommendations . To unpack the ballot

7:05box , place the box on a sturdy table .

7:07Place the poll worker's terminal and

7:08cables on the voter's terminal to

7:10remove the ballot box from the box .

7:12Position the ballot box on the table

7:14where the voting booth will be located

7:16so that the screen is not visible

7:17through mirrors , corridors , windows ,

7:19and doors . This ensures the secrecy of

7:21the vote and is one of the most

7:23important points to observe . When

7:25placing the voting booth , ensure that

7:26the back of the ballot box is visible

7:28to the receiving table . Also check that

7:30the seals are properly affixed and

7:32initialed . If any seal is poorly

7:34attached , missing , or unsigned , notify

7:36the electoral office . Place the poll

7:39worker's terminal on the presiding

7:40officer's table and organize the ballot

7:42box cables on the floor to prevent

7:44accidents . No dangling or excessively

7:46stretched wires . This can cause serious

7:48accidents . Leave space for people to

7:50move around , especially those with

7:52disabilities or reduced mobility .

7:55Reserve a place for voters to leave

7:57their switched-off cell phones and

7:59other belongings while voting . Note

8:02that this place should be chosen so

8:04that the objects are visible , both to

8:06those voting and to the polling station

8:07staff . Do all this early , as soon as

8:10you arrive at the polling station . This

8:13way , you will have plenty of time for

8:14the electronic voting procedures and

8:16avoid delays in the start of voting . If

8:19your polling station is already set up ,

8:21check if the environment meets the

8:23requirements we just discussed

8:24regarding cable organization , space for

8:26people to move around , the secrecy of

8:28the vote , the visibility of the back of

8:30the ballot box , and the place where

8:32voters ' belongings will be left while

8:34voting . With the environment prepared ,

8:37check all the voting materials

8:39delivered . It is essential to be sure

8:42that the ballot box and voting

8:43registers are indeed from your polling

8:45station . The complete list of materials

8:47is also in the manual and in the Poll

8:49Worker app . Now it's time to turn on

8:51the ballot box . After placing the

8:53ballot box on the table and connecting

8:55the cable to the power outlet , press

8:57the on / off button .

8:59Keyboard test . After turning on the

9:03ballot box and before issuing the

9:04zeroing report , it is mandatory to test

9:06the keyboard on the voter terminal . The

9:09instructions appear on the screen , so

9:11just follow the messages . If there are

9:14poll watchers present , call them to

9:16accompany the procedure . Everything OK ?

9:20Record the time of the test in the

9:21minutes if everything went well and

9:23take the opportunity to note which poll

9:25watchers were present . Check if the

9:28data regarding the municipality , zone ,

9:30polling station , aggregated polling

9:33station ( if applicable ) , date , time ,

9:35and whether the ballot box is operating

9:37with electricity are correct . If there

9:41is any problem with the keyboard or

9:43with the ballot box identification ,

9:45immediately call the electoral office .

9:49Issuance of the Zeroing Report . Polling

9:51station organized , materials checked ,

9:53poll watchers identified , ballot box

9:55turned on , keyboard test successfully

9:57completed . Everything ready , it's time

9:59to issue the Zeroing Report and then

10:01the summary of the Zeroing Report . The

10:04zeroing report and the summary of the

10:05zeroing report are reports printed by

10:06the ballot box before voting begins ,

10:08proving that there are no votes in that

10:09ballot box . In other words , voting has

10:11not yet started in the polling station .

10:13To print them , simply press the confirm

10:15key on the voter terminal . If there are

10:18poll watchers in the room , they should

10:19be invited to observe the procedure . In

10:21addition to the poll watchers , the

10:23first two people in line should also be

10:25invited to observe the procedures . And

10:28don't forget to record the following in

10:30the minutes of the polling station :

10:31presence or absence of poll watchers

10:33and the names of the voters who

10:34accepted or refused to observe the

10:36printing of the reports . And who signs

10:39these printouts ? In addition to the

10:41poll workers , the poll watchers present

10:42also sign . After that , the zero report

10:45must be kept in an envelope and its

10:46summary posted at the entrance of the

10:48polling station in a visible location .

10:51If there is any problem with the

10:52printing , the electoral court support

10:54should be contacted immediately . After

10:56printing the Zero Report and the Zero

10:58Summary , the voting machine will ask

11:00the poll workers present to register .

11:03To do this , each of them must enter

11:05their voter registration number on the

11:07poll worker terminal and place their

11:09thumb or index finger on the sensor .

11:11After the last poll worker has

11:13registered , press the " correct " key and

11:15wait for the voting to begin . And note

11:18that the presence of the poll workers

11:20must also be recorded in the polling

11:22station's minutes . Everyone must sign

11:25and enter their voter registration

11:26number in the appropriate field in the

11:28minutes . Attendance will also be

11:30recorded at the end of the voting . We

11:32will discuss this further later . It is

11:35important to know that registering on

11:36the electronic voting machine at the

11:38beginning and end of the voting will

11:39expedite the automatic issuance of the

11:40declaration of days worked to the

11:42electoral court . If someone is not

11:44present at the initial registration ,

11:46they can register their presence later

11:48during the voting process using the "

11:50correct " key . But be careful , if this

11:53happens , choose the appropriate time so

11:55as not to disrupt the flow of voting .

11:58Preliminary guidelines . It is necessary

12:02to organize the queue according to

12:03service preferences , respecting the

12:04order of arrival in the queue for the

12:06polling station . But who are the people

12:09who have priority ? Let's find out .

12:13Candidates , electoral judges and their

12:17assistants , electoral court employees ,

12:20electoral prosecutors and their

12:23assistants , and military personnel and

12:27other public security agents , including

12:31firefighters and traffic agents on duty

12:34on election day . In addition , all cases

12:39provided for by law will have priority .

12:43People aged 60 or over , people with

12:45disabilities , people with autism

12:47spectrum disorder , people with reduced

12:50mobility , sick people , obese people ,

12:52pregnant women , breastfeeding women ,

12:54people with infants and their

12:56respective companions . And check this

13:00out , blood donors also have priority to

13:02vote , provided that they present proof

13:04of donation that remains valid for 120

13:06days of time . And they must wait for

13:10all other people with priority to vote

13:12first . Okay ? And there's more . People

13:15over 80 years of age have priority over

13:17all preferences , regardless of the time

13:20of arrival at the polling station .

13:22Voters must present an official photo

13:28ID , either physical or digital . Check

13:32which documents are accepted , even if

13:36expired . Voter registration card :

13:38Digital version of the voter

13:39registration card . If it does not have

13:42a photo , another official photo ID is

13:44required . Identity card , social

13:48security card , passport , professional

13:51category card recognized by law ,

13:53military reserve certificate , national

13:56driver's license , and work permit only

13:59in physical format . Please note that

14:02birth or marriage certificates and

14:05digital work permits will not be

14:07accepted . Person with a social name : A

14:10social name is the designation by which

14:13a transgender or transsexual person

14:15identifies and is socially recognized .

14:18If the person has registered their

14:20social name with the electoral court ,

14:22this name will appear in the voting

14:24register in alphabetical order along

14:26with the other names . If it is

14:29necessary to locate the person with the

14:31social name in the voting register ,

14:33look in the list at the end of this

14:35register , which is ordered by legal

14:37name . And pay close attention : always

14:40address this person by their social

14:42name . Election observation mission . On

14:46election day , polling stations may

14:49receive election observers . The

14:53election observation mission is the

14:55monitoring of elections , carried out

14:57independently , organized by entities

14:59registered with the Superior Electoral

15:01Court . The objective of an election

15:05observation mission is to contribute to

15:07the improvement of the Brazilian

15:09electoral process , increase its

15:11transparency and integrity , and

15:13strengthen public confidence in

15:14elections . During their work , observers

15:18must identify themselves at the polling

15:21station with the credential provided by

15:23the Superior Electoral Court . Please

15:28note that election observers are not

15:30the same as party representatives and

15:32may not , under any circumstances ,

15:34impede or interfere with the work of

15:36the polling station . For more details ,

15:40consult the poll worker manual and the

15:42Election Observation Missions brochure .

15:46In 2026 , the voting process will have a

15:48new feature . If you have already served

15:51as a poll worker , pay attention to

15:53these changes that aim to streamline

15:55the voting process . You'll see how much

15:58more dynamic and faster it has become .

16:00Upon entering the polling station , the

16:02voter is greeted by the secretary , who

16:04has already verified that the documents

16:06are in order and that the person is

16:08indeed voting at that polling station .

16:11Then , they are directed to the

16:13presiding officer's table . The

16:15presiding officer begins the

16:16identification process by entering the

16:18CPF ( Brazilian taxpayer ID ) number or

16:20voter registration number into the

16:21polling station terminal to make this

16:23step faster and more efficient . And

16:28this is the key tip : after verifying

16:31the voter's photo ID , ask if they know

16:34their CPF number by heart . If so ,

16:38simply enter the CPF number into the

16:39terminal , and the voting machine will

16:41display the person's information on the

16:43screen . The same happens if a paper

16:46voter registration card or e-title is

16:49presented . Just enter the number into

16:51the terminal , and the machine will

16:53display the information on the screen .

16:56This eliminates the need to search the

16:58voter's registration book to find their

17:01registration number . Another new

17:04feature is that the voter's photograph

17:07no longer appears in the voting book .

17:10The photo appears on the poll worker's

17:12screen as soon as the CPF or voter ID

17:14number is entered during the

17:16identification process . Did you like it

17:18? During voting , at the entrance of the

17:21polling station , the secretary checks

17:23the voter's identification document and

17:26verifies that the person is in the

17:27correct polling station and location .

17:31The person is informed that if they can

17:33dictate their CPF number , this number

17:36can be used to register at the ballot

17:38box , and then directed to the presiding

17:41officer's table . The presiding officer

17:45receives the voter and checks the

17:47identification document . To register at

17:51the ballot box , the CPF number can be

17:53used , which can be spoken by the voter ,

17:56or the voter registration number , which

17:58can be copied from the e-title or

18:01printed voter registration card . The

18:04presiding officer enters the CPF or

18:06voter registration number , reads aloud

18:09the voter's name , and also the

18:10sequential number that appears on the

18:12polling station terminal screen . The

18:16poll worker will locate the voter's

18:19name in the voting register using the

18:21sequential number dictated by the

18:24presiding officer and will say the name

18:26aloud for confirmation . However , if the

18:30person doesn't know their CPF number (

18:32Brazilian taxpayer ID ) or doesn't have

18:34a document containing their voter

18:36registration number , that's not a

18:38problem . The presiding officer will ask

18:41the first poll worker to find the name

18:43in the voting register using the

18:45presented document , and they will

18:47dictate the voter registration number

18:49to be entered into the terminal . The

18:53voting receipt is marked to be detached

18:55after the person finishes voting . Now ,

19:00a very important observation : the

19:02voting register contains a list of all

19:04eligible voters in that polling station

19:07, right ? But pay attention . First ,

19:11depending on the number of eligible

19:13voters , the register may be divided

19:16into two parts for easier handling .

19:19Since there are always two poll workers

19:21at the table , each can be responsible

19:23for one of the registers . Second , if

19:26there are combined polling stations ,

19:27there will be one register for each

19:29station . Voters from these polling

19:32stations are listed together on the

19:34ballot , but appear in separate

19:36registers . Third , in general elections

19:39it is very common for people from other

19:42polling stations to be temporarily

19:44transferred to vote in another station

19:47– the so-called transit vote . In this

19:50case , there will be another voting

19:52register , which is officially called

19:54the voting register for temporarily

19:56transferred voters . This is a moment of

20:00great attention , as the sequential

20:01number that appears on the polling

20:03station terminal may be repeated in all

20:05registers . Be careful and always make

20:09sure you have found the correct voter's

20:12name to avoid the risk of handing over

20:15the wrong voting receipt . Finally , when

20:19you find the voter's name in the voting

20:22register , check if the name is crossed

20:24out or has any note written by the

20:26electoral office stating that the voter

20:29is prevented from voting . In this case ,

20:33explain to them that , although they are

20:35listed in the voting register , they

20:37will not be able to exercise their

20:39right to vote . Then ask them to contact

20:43the electoral office immediately to

20:45verify their situation . Attention

20:49everyone , after entering your voter

20:51card or CPF , if the voting machine asks

20:54which document was provided , indicate

20:57whether it is a voter card or a CPF ,

20:59then press the confirm key . Don't worry

21:04, this only happens if the machine

21:06doesn't know what type of document that

21:08number refers to . Most of the time , the

21:11machine will know whether it's a voter

21:13registration card or a CPF and will not

21:15ask any questions . Voter with

21:18registered biometric data . After

21:23identification and entry of the voter's

21:25document number , and if everything is

21:28in order , the polling station terminal

21:30emits an audible warning indicating

21:33that the person should place their

21:35thumb or index finger of either hand on

21:37the biometric sensor . While the finger

21:41is placed on the sensor , the message "

21:43Please wait " appears on the polling

21:45station terminal . The person must keep

21:48their finger positioned on the sensor

21:50until the fingerprint is recognized .

21:53The polling station terminal emits

21:55another audible warning and then

21:57displays the message : voter

21:58successfully recognized . Only then

22:01should the voter remove their finger

22:04from the sensor . The presiding officer

22:06presses the confirm key again , and the

22:09voting machine will be ready to receive

22:11the vote . Before going to the voting

22:14booth , the presiding officer instructs

22:16the voter to leave their cell phone

22:18turned off along with their other

22:19belongings in the place indicated by

22:21the poll workers . And note , voters

22:24enabled by biometrics are exempt from

22:27signing the voting register . Therefore ,

22:31the signature is only requested if the

22:33voter does not have biometrics

22:35registered or if their fingerprint was

22:37not recognized by the voting machine .

22:40OK ? Voter without registered biometric

22:43data . If the voter does not have their

22:47fingerprint registered in the electoral

22:49register , the poll worker's terminal

22:51will display a message indicating that

22:53they do not have registered biometric

22:56data . In this case , after locating the

22:59person's name in the voting register ,

23:01the presiding officer should ask for

23:03their year of birth and enter it into

23:05the poll worker's terminal . The

23:07presiding officer presses the confirm

23:10key again , enabling the person to vote .

23:13Attention now , because in this case the

23:16voter must sign the voting register

23:18before going to the voting booth .

23:21Biometrics not recognized . What if the

23:25voter's biometrics are not recognized

23:27on the first attempt ?

23:29In this case , the polling station

23:31terminal displays the message : voter

23:33not recognized . The presiding officer

23:35presses confirm to start a new attempt

23:37to read the fingerprint . Beforehand ,

23:40check if there was an error in typing

23:42or in locating the person in the voting

23:44register . Remember that this message is

23:46also shown if the person takes more

23:48than 15 seconds to place their finger

23:50on the sensor . If the data is correct ,

23:52this procedure can be repeated three

23:54more times , and the presiding officer

23:56should even suggest that they place

23:58another finger on the sensor . After

24:01four attempts , if the voting machine

24:02does not recognize fingerprints , ask

24:04the person for their year of birth and

24:06enter it into the polling station

24:07terminal . If the information is correct

24:10, the machine will ask the presiding

24:11officer to place their fingerprint on

24:13the sensor of the polling station

24:14terminal to enable the machine and

24:15allow the person to vote . What if the

24:18birth year entered doesn't match the

24:20one registered on the ballot ? Is it

24:22possible to enter the birth year again ?

24:25If the problem persists , the voter

24:27needs to go to the electoral office .

24:30Once the issue is resolved by the

24:32office , the voter can return to vote

24:34until the closing time . Pay attention

24:37to such cases , as all incidents related

24:39to non-biometric identification must be

24:41recorded in the minutes . Remember , it

24:45is forbidden to enter the voting booth

24:48with a telephone , cell phone , watch ,

24:50smartwatch , tablet , camera , video

24:52camera , radio communication equipment ,

24:54or any other device that could violate

24:56the secrecy of the vote . These devices

25:00must be turned off and placed in a

25:02visible place for the voter and the

25:03polling station staff . As soon as the

25:06person finishes voting , check that they

25:07have recovered all their belongings .

25:09There are many important things to

25:11observe during voting . Let's talk about

25:13them one by one . First , while the

25:15person is voting , the position they are

25:17voting for at that moment appears on

25:19the polling station terminal screen .

25:21This allows them to be assisted without

25:24anyone having to go to the booth .

25:26Second , between each position , the

25:28ballot box takes a few seconds for the

25:30person to verify their vote , and only

25:32then will it be possible to press

25:34confirm or correct to proceed or

25:36correct the voting . Third , while the

25:39voter is voting , invite the next person

25:41in line to enter the polling station

25:43and present their documentation . This

25:46practice helps to speed up the voting

25:48process . And finally , the fourth , which

25:52is very important : after voting , the

25:54person must return to the receiving

25:56table to collect their voting receipt .

26:00Don't forget to remind them to also

26:01collect their cell phone and other

26:03belongings . You should also check

26:05throughout the day that the voting

26:07booth and ballot box remain in order .

26:09For this , the poll worker's terminal

26:11will periodically issue reminders for

26:13the poll worker to conduct inspections .

26:16Remove all inappropriate material ,

26:18leaflets , papers , and other objects

26:19forgotten or left in the booth , and

26:21notify the electoral office immediately

26:23if there are indications of tampering

26:25with the ballot box or any other

26:27occurrence that harms or interferes

26:28with the voting process . Voting will

26:31not be possible until the inspection is

26:33completed and the polling station is

26:35cleared for voting to continue . It is

26:37common for voters to be outside the

26:39municipality where they vote on

26:41election day and therefore justify

26:42their absence . This justification can

26:45be done through the app and voter

26:47registration card , but if the person

26:48goes to the polling place , they can

26:49justify their absence at the ballot box

26:51of a polling station . The electoral

26:55justification request form ( RJE ) must

26:58be filled out with the person's

27:00information . One of the poll workers

27:03verifies that all fields are filled in ,

27:05such as full name , voter registration

27:07number , and year of birth . They check

27:10if the person is carrying an official

27:12photo ID . Dictate the registration

27:15number to the presiding officer , who

27:17keys it into the terminal and hits

27:19confirm . The poll worker's terminal

27:21displays a message that the voter does

27:22not belong to the polling station . The

27:24presiding officer presses confirm again

27:26to finalize the justification , and the

27:28system will request the four digits of

27:30the year of birth already filled in on

27:32the form . The poll worker notes on the

27:35receipt the state , electoral zone , and

27:37polling station where the justification

27:39was received . They sign and hand over

27:42the stub . Pay close attention . It is

27:45only possible to justify absence with

27:47the voter registration number . The

27:49justification cannot be made using the

27:51CPF number .

27:53Special situations . There are some

27:56exceptional situations that can occur

27:59during voting . It is important to pay

28:02attention to know how to act . One

28:04situation that may occur is the voter

28:06not voting and leaving the voting booth

28:08. In this case , what should be done ?

28:11After a period of inactivity of the

28:13voting machine , a message appears on

28:15the poll worker's terminal asking if

28:18the voter is voting . The voter is

28:20taking a long time , they haven't voted .

28:23If , in fact , the person is only taking

28:25a little longer but is still in the

28:27booth , even if they haven't voted ,

28:29there is no need to suspend the process

28:31. In this case , the presiding officer

28:34can help , but without interfering with

28:36the vote and without going to the

28:38voting booth . However , if the person

28:40does not wish to continue or has

28:42already left without voting , the vote

28:44should be suspended . To do this , the

28:47presiding officer presses the " correct "

28:49key , enters their voter registration

28:52number , and then presses the " confirm "

28:54key . The message " The voter did not

28:57vote . Do not hand over receipt " will

28:59appear on the polling station terminal .

29:03The presiding officer presses the "

29:05confirm " key and informs the voter , if

29:08present at the polling station , that

29:10they can return to vote until 5 PM . But

29:15if the person has already voted for at

29:17least one position and does not wish to

29:19continue voting , the suspension

29:20procedure is the same . The difference

29:23is that they will no longer be able to

29:25return to complete the remaining votes .

29:28In this case , the message on the

29:30polling station terminal will be : " The

29:32voter voted partially , hand over

29:34receipt . " The presiding officer must

29:37inform the person that they cannot

29:38return to vote because at least one

29:40vote has already been registered in the

29:41ballot box . It may happen that the

29:45voter reports that their candidate's

29:48photo does not appear on the ballot box

29:51or that the keyboard is not working .

29:54Follow these steps . Verbally reinforce

29:58which position is being voted on , using

30:00the information available on the

30:02polling station terminal . Confirm that

30:06the person is certain about their

30:08candidate's number . Also inform them

30:12that the keyboard test was successfully

30:15performed before the start of voting .

30:17If the voter insists there is an error ,

30:20inform them that you will report the

30:22fact to the electoral office and that

30:24voting will be suspended . If they did

30:27not vote for any position , inform them

30:29that they can still vote later . If they

30:31have already voted for a position and

30:34do not wish to continue voting , inform

30:36them that they will return to vote

30:38later . In this case , hand over the

30:42receipt and proceed normally with the

30:44other voters . This is a very important

30:48point . Most of the time when this

30:51occurs , it is actually confusion on the

30:54part of the voter about the voting

30:56order or the candidate's number entered

30:59into the voting machine . If it is

31:02observed that the voting machine has

31:05indeed malfunctioned , call the

31:07logistical support present at the

31:09polling place or contact the electoral

31:12office .

31:13And what if the voting machine stops

31:14working ? If the voting machine stops

31:17working , I , the president , turn it off ,

31:19wait a while , and turn it back on . The

31:22keyboard test option will appear , which

31:24may or may not be performed . Then ,

31:27press the confirm key to restart the

31:29machine . Now , if the problem persists

31:32after this procedure , I request

31:34technical support from the electoral

31:35office . Remember , this entire procedure

31:39must be carried out in the presence of

31:41election monitors at the polling place ,

31:42if there are any . Whatever the result ,

31:45the entire occurrence must be recorded

31:48in the minutes . And if there is any

31:50doubt about the reader or the voter ,

31:53even if they present a photo ID and

31:55voter registration card , first ,

31:57politely question the person about the

32:00data on their voter registration card ,

32:03official document , or the data in the

32:05voter registration book , such as their

32:08mother's name , date and month of birth .

32:11Compare the photograph , if there is one

32:13, with the person . And if the doubt

32:16continues , then the presence of the

32:18electoral judge should be requested for

32:20a decision . Remember , any abnormal

32:25situation related to the identification

32:27of the voter must be recorded in the

32:29minutes . What if another person or poll

32:34watcher doubts the voter's identity ?

32:37Note that if this happens , the

32:40challenge can be made verbally or in

32:43writing , but only before the voter

32:45casts their vote , as the vote is

32:48irreversible .

32:50What resources are available for

32:53visually impaired people ? The ballot

32:56box has several features that

32:58facilitate voting for blind or visually

33:00impaired voters . Let's look at the

33:03Braille keyboard with the

33:05identification mark on key five . There

33:09is an audio system available on the

33:11ballot box to hear voting instructions

33:14such as the position , number , and name

33:16of the candidates , and headphones

33:18provided by the electoral court . People

33:22who have informed the electoral court

33:24of their condition will have the audio

33:26automatically enabled on the ballot box

33:28. And it's easy to know if a person has

33:32their visual impairment registered in

33:34the electoral register . In the voting

33:37register , next to their name , there is

33:40an icon of headphones . With this , the

33:43poll worker can offer the equipment to

33:45the person before they vote . If the

33:49person has not previously informed the

33:51electoral court of their condition , the

33:53presiding officer may , before enabling

33:55the voter , activate the audio of the

33:57voting machine on the poll worker's

33:59terminal using the " correct " key .

34:03Option one , activate audio . Then , the

34:06message " audio activated " will appear .

34:10Important things about the headphones :

34:12First , the presiding officer must

34:14connect the headphones to the back of

34:17the voting machine and hand them to the

34:19voter . Second , the use of headphones

34:23brought by the voter is not permitted .

34:28Third , when handing over the headphones

34:30, the person must be informed that they

34:33can increase or decrease the volume

34:35with keys 3 and 9 and increase or

34:37decrease the speed with keys 4 , and

34:40that they only need to follow the audio

34:42instructions . Finally , before enabling

34:45another person to vote , the headphones

34:48must be removed from the voting machine

34:50and discarded . People with disabilities

34:53may use mechanical devices like these

34:55to assist them in voting , provided they

34:58do not compromise the secrecy of the

35:00vote . See some examples in the polling

35:02station official's manual . An important

35:06detail to mention at this point , and it

35:08applies to any person with a disability

35:11or reduced mobility , regardless of the

35:13reason or type , is that voters in this

35:16condition have the right to be

35:17accompanied and assisted by someone of

35:20their choice to vote . But note that the

35:25person assisting the voter must

35:27identify themselves with their document

35:29to the polling station staff and cannot

35:32be working for the electoral justice

35:34system , a party , federation , or

35:37coalition . Record everything in the

35:40minutes , including the full name and

35:42identification document number of the

35:44person accompanying them and any other

35:46important occurrences . Finally , if the

35:50person with a disability wishes to

35:52register their condition in the

35:54electoral register , provide the form

35:57for identifying voters with

35:58disabilities . For those who want to

36:02permanently waive the automatic audio

36:05activation , they can also use this same

36:07form and select the option to exclude

36:09visual impairment from the register .

36:13Closing the voting process . The last

36:16step of the process needs to be

36:19followed with great care . Voting can

36:21only be closed after 5 PM , when there

36:25are no more voters in line . And another

36:29reminder for you : voting hours are

36:31unified throughout the whole of Brazil ,

36:33ending at 5 PM according to Brasília

36:35time . Pay attention . Let's go through

36:38the steps to conclude the process .

36:41First , check if there are still people

36:43in line to vote . In this case , the

36:46secretary identifies each voter and

36:48gives them an individual number ,

36:50starting with the last person in line .

36:54Only after the last person in line has

36:56been served does the president begin

36:58the procedures for closing the voting ,

37:00remembering to keep the polling station

37:03door open , as anyone can observe this

37:05procedure . Always facilitate the

37:08oversight of parties , coalitions , and

37:10federations . This must be guaranteed at

37:14all stages of voting , from closing

37:16until the voting materials arrive at

37:18the polling station . From 2026 onwards ,

37:23the TSE resolution stipulates that the

37:26last two people to vote must be invited

37:28to observe the closing procedures of

37:30the polling station and receive a copy

37:33of the ballot box report . And remember ,

37:37the participation of these people or

37:39any refusal must be recorded in the

37:41minutes , okay ? It is during the closing

37:45that the ballot box calculates the

37:47voting result and records the result .

37:50Therefore , maximum attention is needed

37:52to finish the work safely , calmly , and

37:55on schedule . There are no mysteries ;

37:59just follow the ballot box instructions

38:01step by step during the closing . Let's

38:03go . At the polling station terminal ,

38:06the president presses " correct , "

38:08accesses the " Other Options " menu , and

38:11chooses item two , " close voting . " If it

38:14is confirmed that there are no more

38:16people in line , the president will be

38:19asked to enter their voter registration

38:21number , closing voting . The president

38:24presses again , confirms , and the

38:26message appears : " register poll workers

38:28. " At the poll worker terminal , the

38:31president enters their voter

38:33registration number and presses the "

38:35confirm " key to proceed to the next

38:37poll worker registration . The poll

38:40workers present must be registered in

38:42the same way as at the beginning of the

38:44day's work . When the president presses

38:48" correct " to close the registration and

38:50finalize the procedure , the message

38:53appears : " closing procedures . " Follow

38:56the instructions on the voter terminal .

38:58Another message will appear on the

39:01voter terminal screen : Printing the

39:03first copy of the ballot box report .

39:06Please wait . After printing the first

39:09copy of the ballot box report , the

39:11screen displays the message : Verify

39:13that the ballot box report has been

39:15printed completely and legibly . Only

39:18then should the confirm key be pressed ,

39:20and immediately afterwards the voting

39:22results will be recorded on the results

39:24media , and four other mandatory copies

39:27of the ballot box report will be

39:28printed . After the ballot box reports ,

39:33a copy of the justification report , a

39:35copy of the poll worker identification

39:38report , and a copy of the

39:40biographically qualified voters report

39:42are printed . After printing the

39:46mandatory reports , wait until the

39:48following message appears : remove the

39:50results media and deliver it according

39:52to the instructions . Attention : Remove

39:56the results media only after seeing the

39:59message that it can be removed . This

40:02detail makes all the difference for the

40:04successful closing . And we know that's

40:07what you want , right ? To remove the

40:10results media , you need to break the

40:11seal and remove the lid of the results

40:14media compartment . Be careful not to

40:17damage either the media or the

40:19compartment lid . Pay attention to the

40:22image so you don't get confused . Next ,

40:25replace the lid onto the spot from

40:27which you just removed the media , and

40:30reseal the compartment again using the

40:32new seal signed by the president of the

40:35polling station . This is another point

40:38you should pay attention to . Note that

40:41the replacement seal has a small arrow

40:43indicating where you should peel off

40:45the paper . This is because the cut is

40:49almost invisible , see ? After sealing

40:51the ballot box , store the media in the

40:54appropriate envelope for sending to the

40:56electoral board . And to finish , press

40:59confirm on the voter terminal . From

41:02this moment on , it is possible to issue

41:05up to five additional copies of the

41:07ballot box report according to demand .

41:10The extra copies of the ballot box

41:12report , after being signed , should be

41:14given to the two invited voters , to

41:16people who acted as poll watchers , to

41:18representatives of the Public

41:20Prosecutor's Office , and to the press ,

41:22if they are present and request them .

41:25The presiding officer must sign all

41:28copies of the ballot box report and the

41:30copy of the justification form , as must

41:33the other poll workers , and any present

41:35inspectors , if they wish . All poll

41:39workers must sign the copy of the poll

41:41worker identification form and the

41:44report of biographically qualified

41:46voters . Regarding the ballot box report

41:49, one copy must be posted at the

41:51entrance of the polling station and

41:53another must be given to the party

41:55inspectors . The third copy remains with

41:58the presiding officer , and the last two

42:01are placed in the appropriate envelopes

42:03and sent to the electoral board . And

42:07note , record in the polling station

42:09minutes who requested the ballot box

42:11report . Note the full name and the

42:14party , federation , coalition , or if it

42:16was the Public Prosecutor's Office . The

42:20two remaining mandatory copies of the

42:22ballot box report and the copy of the

42:25justification form must be sent to the

42:27electoral board . The identification

42:31form for poll workers and the form for

42:33voters who have been biographically

42:35registered must be kept with the

42:37documents from the polling station to

42:40also be sent to the electoral board .

42:43Why do I keep one of the mandatory

42:45copies of the ballot box report ? So

42:47that I can later check the results of

42:49the ballot box report for the polling

42:51station where I worked on the TSE

42:52website . How about that ? That's very

42:55useful . Note that the ballot box report

42:57has a QR code that , when scanned by a

42:59cell phone camera , shows the tabulation

43:01data for the polling station , making it

43:03possible to check it against the

43:04electronic ballot box report that was

43:06transmitted and totaled . This result is

43:09available in the Results app and on the

43:11TSE portal . The TSE also developed an

43:14app called Boletim na Mão ( Ballot Box

43:16in Hand ) , which allows you to read any

43:17ballot box report . With this app , you

43:21can compare all the results of the

43:22tabulations tallied in any polling

43:24station that were transmitted and

43:26totaled . Boletim na Mão is another way

43:29to demonstrate the transparency of the

43:31election and the credibility of the

43:32electronic ballot box . When the message

43:35" End of work " appears on the screen ,

43:37you can turn off the ballot box using

43:39the On / Off button .

43:41With the ballot box turned off , unplug

43:42it and store it in its box , following

43:44the instructions from the electoral

43:46office . With the ballot box properly

43:48packaged , let's move on to the

43:49documentation . Please note that there

43:51are many papers and documents to store

43:53and send . We will discuss each activity

43:56that can be done in parallel according

43:58to the dynamics of each session . First ,

44:00in the voting register , the observation

44:03" did not appear " or " NC " should be

44:05noted in the spaces for the signatures

44:07of the absent voters , that is , those

44:09who still have their receipts without

44:12detaching them . And what if there are

44:14receipts that were detached incorrectly

44:16? In this case , the non-attendance

44:19should be noted , and the loose receipts

44:21should be kept with the material to be

44:23returned to the electoral office .

44:26Second , the minutes of the polling

44:28station , which we always mention in

44:30this training , must be completed with

44:31all the occurrences of the session

44:33reported and signed by the president of

44:35the polling station . Remember , the

44:38signatures of those who monitored the

44:40process must be collected throughout

44:42the voting day as they appear at the

44:44polling station . At the end , keep the

44:46completed and signed minutes in the

44:48appropriate envelope . Third , it's time

44:49to deliver the polling station

44:51materials , according to the

44:52instructions you received from the

44:53electoral office . Two signed copies of

44:57the ballot box report , the signed

44:59zero-minute report , the signed

45:01justification form , the signed poll

45:03worker identification form , the

45:05biographically signed report of

45:07eligible voters , the completed and

45:10received electoral justification

45:12requests at the polling station , the

45:14completed and received forms for

45:16identifying voters with disabilities ,

45:19the voting registers , the polling

45:21station minutes , and other materials

45:24under your responsibility . Keep the

45:27place organized after the work is

45:28finished , as the space may be used the

45:30next day . Still have any questions ? All

45:33the procedures we saw in this video are

45:35in the poll worker manual and the poll

45:37worker app . And the voting comes to an

45:40end . Do you know who won with all this ?

45:43Democracy . And you , who exercised your

45:45citizenship ? Sensational , right ? Today

45:49you saw not only how a polling station

45:51works , but also how fundamental the

45:53work of poll workers is , who join the

45:55electoral justice system to ensure

45:57everything runs smoothly in the largest

45:59computerized elections in the world . To

46:03the 2 million poll workers , we wish you

46:05excellent work and offer our sincerest

46:07thanks . Thank you .
